Background
The world has been changing over the years experiencing a huge shift towards a paperless society. This has resulted in information being shared over existing paperless platforms. The demand for timeous up to date information has also resulted in the world prioritising the most convenient way to access as much information as possible. Such trends and changes have seen the majority of information seekers resorting to websites and social media platforms compared to accessing the conventional library or requesting for information over email. With the advent of smart phones and tablets different websites and social media sites are now able to deliver information direct into your palm whenever you have access to the internet therefore becoming the methods of choice for information access and dissemination. Such changes in the world have also influenced the way organisations including National AIDS Council disseminates information to the public. National AIDS Council and its partners have been for a while disseminating information over different websites as well as through social media platforms. However the interaction with information consumers as well as the number of hits to the websites in existence remains very low.Justification of the consultancyNumerous articles have been published concerning the success and cost effectiveness of information dissemination through website and social media platforms. A number of organisations and groups of people have held successful social media campaigns which have proved very powerful in advocacy in emerging issues. In Zimbabwe and the world in general the use of the internet for information gathering and dissemination continues to grow. This is clear evidence that there is a great potential in using the web and social media platforms to communicate results. However there is still limited use of the web and social media platforms to effectively communicate valuable information generated within NAC and its Partners. This consultancy therefore seeks to identify ways to harness the strength of the web and social media platforms to effectively communicate results.
Duties and Responsibilities
Assess and develop an action plan to strengthen communication of results through web and social media platforms.Objectives

  • Assess and review the NAC website and social media platforms to improve communication
  • To assess the utilisation of web and social media platforms by NAC to communicate
  • Identify strategies and opportunities for improving use of web and social media by NAC in improving communication
  • Develop an action plan for improved communication by NAC through web and social media
  • Assess the views of the users of the NAC website and social media platforms

Proposed methodology

  • Extensive desk review of literature on the use and effective of communication of results through the internet in developing countries to establish the various factors associated with the objective at hand.
  • Key informant interviews with key personnel from NAC and HIV implementing partners (e.g Safaids) responsible for information dissemination
  • Interviews with selected organisations involved in HIV research and publication including institutions of higher learning
  • Conducting interviews with key implementing partners who use results from HIV research for day to day programming
  • Field visits to province and district level to gather information on utilisation of web and social media usage
  • Conduct stakeholder consultation meeting to gather information on weband social media usage
  • The sampling process should cover a wide geographical area and type (e.g Rural, urban)

Work Plan and Time Frame:

  • The activities will be spread over 14 days.

Deliverables:

By the 14th day the following deliverables should be met:

  • Detailed report on strategies to improve communication through web and social media platforms;
  • Action plan for improved communication by NAC and its partners through Social Media Platforms.

Functional Competencies:

  • Extensive experience in conducting evaluations of UN-Government Joint programmes;
  • In-depth experience  and excellent knowledge of results-based management;
  • Ability to actively seek information, offer new and different options for problem solving and meet client’s needs;
  • Excellent and effective communication (verbal and written) skills, including preparation of reports and presentations with clear and succinct formulation of findings, observations, analysis and recommendations;
  • Sound knowledge of GFATM or HIV procedures.
Required Skills and Experience
Education:

  • Bachelor’s degree in Social Science, marketing, journalism or communication;
  • Masters highly preferred.

Experience:

  • At least 5 years of proven experience in web and social media awareness and marketing in particular social media tools and platforms such as Facebook, Twitter, LinkedIn, YouTube, Instagram etc.;
  • Experience in implementing web and social media strategies for non-profit organizations and/or private sector companies and tracking their success and analysing results;
  • Experience sourcing and managing content development and publishing for social media and web platforms;
  • Ability to integrate Public Relations and Communications initiatives with social media and Web marketing;
  • Proven skills in communication, networking, strategic thinking and advocacy;
  • Familiarity with the Government, NGO, Civil Society and CBO environment in the context of HIV and TB.

Language:

  • Fluency in written and spoken English;
  • Excellent analytical and communication skills.

Timeline, Reporting and Quality Control for the assignment:

  • The consultancy is for a period of 14 person working days;

The contract will be managed the National AIDS Council (NAC), The UNDP will take responsibility for the approval of the final evaluation report in liaison with the National AIDS Council (NAC).

Evaluation:

The Consultant will be evaluated based on the qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToRs. In addition, the Consultant will also be evaluated on the following methodology:

Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Technical Criteria weight: 70%.

Financial Criteria weight: 30%.

The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/ compliant / acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the ToR.

Selection Criteria:

Technical Evaluation: 70% of total evaluation (maximum 70 points):

  • Criteria A: Education (maximum 20 points);
  • Criteria B: Experience (maximum 40 points,
  • Criteria C:Organisation and completeness of the proposal (maximum 10 points).

Financial proposal:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable deliverables (qualitative and quantitative). The financial proposal must include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Final selection:

Only the candidate with the highest rank will be selected.

Note:

Only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation
