Background
UNDP is the PR to the Global Fund for the HIV/AIDS New Funding Model running for a period starting on the 1st of Jan 2014 to the 31st of December 2016. Under UNDP, the project aims at strengthening the national response to HIV/AIDS through addressing Critical Gaps in HIV Prevention, Treatment, Care and Support in Zimbabwe. National AIDS Council (NAC) is an organisation enacted through the Act of Parliament of 1999 to coordinate and facilitate the national multi-sectoral response to HIV and AIDS. It is mandated to administer the National AIDS Trust Fund (NATF) collected through the AIDS Levy with the aim of combating the spread of HIV and the management, coordination and implementation of programmes that reduce the impact of HIV and AIDS.
NAC partners with the MOHCC and receives funds from The Global Fund to Fight AIDS Tuberculosis and Malaria (GF). As part of this programme to support the implementation of the programme NAC carries out activities
- To develop and strengthen the policy environment in Zimbabwe;
- To strengthen groups working with key populations;
- To support sustainable financing initiatives.
The advent of smart phones and tablets different websites and social media sites to deliver information direct into your palm whenever you have access to the internet have influenced the way organisations including National AIDS Council disseminates information to the public. National AIDS Council and its partners have been for a while disseminating information over different websites as well as through social media platforms. However, the interaction with information consumers as well as the number of hits to the websites in existence remains very low.
Numerous articles have been published concerning the success and cost effectiveness of information dissemination through website and social media platforms. A number of organisations and groups of people have held successful social media campaigns which have proved very powerful in advocacy in emerging issues.
There is clear evidence that there is a great potential in using the web and social media platforms to communicate results. However, there is still limited use of the web and social media platforms to effectively communicate valuable information generated within NAC and its Partners.
This consultancy therefore seeks to identify ways to harness the strength of the web and social media platforms to effectively
As part of this programme, UNDP, as the Principal Recipient to The Global Fund to Fight AIDS Tuberculosis and Malaria (GF), on behalf of NAC wishes to engage a local consultant to carry out an assessment of and develop an action plan to strengthen communication of results through web and social media platforms.
Duties and Responsibilities
The consultancy aims to assess the current legal and policy environment to respond to HIV in Zimbabwe for all affected populations, in order to identify strengths, gaps and challenges and make recommendations for strengthening the legal, regulatory and policy framework, access to justice and law enforcement.
The specific objectives of the Assessment are as follows:
- To analyse national, regional and international human rights obligations relating to HIV and AIDS and related rights that Zimbabwe as a state has committed to.
- To review relevant national laws and policies and recent and on-going law reform initiatives, including laws that impact on vulnerable and key populations.
- To review findings from research studies relating to law, human rights, stigma, discrimination and HIV in Zimbabwean society.
- To analyse access to justice and law enforcement on matters related to HIV and human rights, including a review of the awareness and understanding of rights amongst affected populations and key service providers, access to legal support services, law enforcement mechanisms and other key issues raised.
- To assess the key human rights issues affecting people living with HIV as well as vulnerable and key populations and the extent to which these issues are addressed by the current environment.
- Identify strengths, weaknesses and gaps in the current legal and policy environment, including the extent to which the current environment responds to the local context, aligns with the new Constitution and complies with public health and human rights obligations.
- To make recommendations for strengthening the legal and policy environment in Zimbabwe so as to ensure a response which complies with international, regional and national human rights obligations and is in alignment with the new Constitution, addresses key human rights issues in the context of HIV, including the rights of all affected populations, promotes universal access, and balances public health and human rights imperatives.
Description of Responsibilities:
- Conduct a literature review of public health and human rights documentation. This must include a review of all laws, regulations and policies directly or indirectly related to HIV and AIDS and vulnerable and key populations.
- Conduct a qualitative study utilising Key Informant Interviews and Focus Group Discussions with relevant stakeholders and members of the community to identify key HIV, law and human rights issues affecting people living with HIV and other key populations at higher risk of HIV exposure. Produce a report which will include:
- The background to the HIV epidemic in Zimbabwe, including an understanding of populations who are at higher risk of HIV exposure and/or are particularly vulnerable in the Zimbabwean context, and the kinds of HIV-related human rights issues affecting these populations.
- Human rights principles, norms and standards to guide the response, based on national standards set out in the Constitution and in HIV policies as well as regional and international human rights documents to which Zimbabwe has committed itself.
- Laws and policies regulating HIV-related issues, including laws and policies that impact on key populations at higher risk of HIV exposure and populations vulnerable to HIV and AIDS.
- The extent to which laws and policies in fact protect the rights of people in the context of HIV and AIDS and promote universal access to HIV prevention, treatment, care and support (as well as where they fail to protect, and in fact block effective responses).
- The extent to which current laws and policies are in alignment with recognised human rights principles at an international, regional and national level.
- Recommended legal and regulatory approaches to HIV that respect both public health and human rights objectives.
Work Plan and Time Frame:
- The activities will be spread over 14 days.
Deliverables: By the 14th day the following deliverables should be met:
- Detailed report on strategies to improve communication through web and social media platforms;
- Action plan for improved communication by NAC and its partners through Social Media Platforms.

- Excellent and effective communication (verbal and written) skills, including preparation of reports and presentations with clear and succinct formulation of findings, observations, analysis and recommendations;
- Sound knowledge of GFATM or HIV procedures.
Required Skills and Experience
Education:
- Bachelor’s degree in Social Science, marketing, journalism or communication;
- Masters highly preferred.
Experience:
- At least 5 years’ Experience proven experience in web and social media awareness and marketing in particular social media tools and platforms such as Facebook, Twitter, LinkedIn, YouTube, Instagram etc.;
- Experience in implementing web and social media strategies for non-profit organizations and/or private sector companies and tracking their success and analysing results;
- Experience sourcing and managing content development and publishing for social media and web platforms;
- Ability to integrate Public Relations and Communications initiatives with social media and Web marketing;
- Proven skills in communication, networking, strategic thinking and advocacy;
- Familiarity with the Government, NGO, Civil Society and CBO environment in the context of HIV and TB.
Language:
- Fluency in written and spoken English;
- Excellent analytical and communication skills.
Timeline, Reporting and Quality Control for the assignment:
- The consultancy is for a period of 14 person working days;
- The contract will be managed the National AIDS Council (NAC), The UNDP will take responsibility for the approval of the final evaluation report in liaison with the National AIDS Council (NAC).

Evaluation: The Consultant will be evaluated based on the qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToRs. In addition, the Consultant will also be evaluated on the following methodology: Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
Technical Criteria weight: 70%.
Financial Criteria weight: 30%.
The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/ compliant / acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the ToR.
Selection Criteria: Technical Evaluation: 70% of total evaluation (maximum 70 points):
Criteria A: Education (maximum 20 points);
Criteria B: Experience (maximum 40 points,
Criteria C:Organisation and completeness of the proposal (maximum 10 points).
Final selection: Only the candidate with the highest rank will be selected.
Note: Only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation
Financial proposal: The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable deliverables (qualitative and quantitative). The financial proposal must include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
