NRC’s Horn of Africa & Yemen operation comprises of large-scale multi-country humanitarian and early recovery interventions spread across nine countries (Kenya, Somalia, Ethiopia, Djibouti, South Sudan and Yemen), and most recently Eritrea, Uganda and Tanzania. NRC’s overall strategy in the region is to ensure a greater number of vulnerable people in hard to reach areas get access to humanitarian assistance, become resilient to future disasters and find durable solution. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination. 

The purpose of the position is to provide support to the Countries in their efforts to strengthen monitoring, learning and accountability in country programs by working closely with other monitoring and evaluation (M&E) staff to establish and implement a standardized Monitoring & Evaluation (M&E) system. The Regional M&E Manager is responsible for leading, coordinating and managing monitoring, evaluation, learning and accountability of staff and activities in the Greater Horn of Africa Region.

Job description

  • Provide strategic, technical guidance and surge support to countries in the region on M&E processes, outcome monitoring, quantitative and qualitative data collection and analysis for assessments, donor reporting and other processes
  • Ensure standardization of M&E tools for regular Programme monitoring including carrying out assessments, establishing baseline surveys, documenting progress, conducting Post-Distribution Monitoring (PDM) and endline surveys and evaluations
  • Lead the development of a web-based dashboard to facilitate countries access to relevant information from the data collected through Digital Data Gathering (DDG) technology
  • In close collaboration with the HO support the training and roll out the NRC M&E framework and structure in the region
  • Support countries and ensure the development and establishments of a robust information management system in the region
  • Produce periodic M&E reports for internal and external stakeholders to ensure programs have accurate and useful data to inform project development.
  • Establish and implement an Accountability Framework with an ingrained Complaints Response and Feedback Mechanism (CRFM) for timely decision making and improvements to programming
  • Support in the development of monitoring plans for projects in the region, with an appropriate work plan and roles and responsibilities as well as appropriate data collection and accountability tools in collaboration with M&E and Programme teams
  • Support the establishment of strengthened M&E systems as part of the projects, including information dissemination and beneficiaries’ feedback mechanisms.
  • Support in the development of M&E plans for donor proposals that are realistic and meet NRC/donor accountability standards.
  • Manage, coordinate and supervise the daily activities and planning of M&E unit staff, ensuring team members have a fairly distributed workload.
  • Networking and representing NRC at relevant donor and inter-agency coordination meetings at Regional level
  • Facilitate learning amongst countries through reviews of progress against bench marks, collecting lessons learnt and best practices and facilitating dissemination of the same across in region
  • Promote the rights of refugees, IDPs and returnees in line with the regional advocacy strategy.

Qualifications

  • University degree preferably in statistics, social sciences, development or other relevant discipline.
  • Minimum 5 years of experience designing and implementing M&E systems for international donor-funded projects
  • Solid experience of work with windows based computer software, SSP, GIS, excellent at excel and use of Digital Data Gathering (DDG) technology
  • Solid experience in programme monitoring and evaluation as well as ability to design M & E tools for project
  • Experience in conducting M&E activities in highly insecure context and for programme using community based approach (including data collection, statistical analysis, qualitative research, outcome monitoring and dissemination of results)
  • Experience in designing survey and research tools, organizing and delivering training workshops, managing community mobilization and advocacy activities for local non-governmental organizations
  • Ability to work closely with field based national staff and experience in various staff training
  • High level of communication, interpersonal, representation and negotiation skills
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
  • Knowledge of the context in the Greater Horn of Africa and Yemen Region
  • Experience from working in complex and volatile contexts
  • Experience working with various donors and conversant with their technical frameworks and strategies (eg. UNHCR, DFID, SIDA, NMFA, ECHO, EU etc.)

We offer

  • Duty station: Nairobi, Kenya, with regular travel to field offices across the region
  • Contract period is for 12 months with possibility of extension.
