Background
Reporting to the Executive Secretary, the incumbent will be required to provide leadership, strategic guidance and advice on the administrative operations of the Finance and Corporate Services functions at the Foundation. The specific responsibilities of the Director will include, but are not limited to:
Key Duties and Responsibilities:
Administrative leadership and guidance
- Provide overall leadership, coordination and supervision to the staff of Finance and Administration department ensuring that the Finance, Risk Management, Human Resources and Corporate Services functions are delivered effectively. Responsible for the interpretation, application and review of Financial, Human Resources and Corporate Services Rules and Regulations.
- Lead and provide the strategic support to the corporate annual business planning process, budgeting in collaboration with other departments ensuring the proper focused and well-informed short-term and long-term financial planning and effective reporting. Provide guidance on utilization of funds to ensure optimal allocation of financial resources and provide investment advice to the Executive Secretary of the Foundation.
- Direct and coordinate the preparation of the Foundation’s budget, allocation of relevant resources and submission of the corporate budget to the Executive Board through the Executive Secretary for approval and provide on-going monitoring the budget implementation and performance.
- Coordinate briefings with external and internal auditors; review status of findings, recommendations and provide responses to audit observations and management letters. Lead the implementation of recommended action steps.
- Assist the Executive Secretary in Promotional and Resource Mobilization activities for the Foundation.
- Represent the Executive Secretary to external stakeholders, meetings and events as delegated.
Finance Function
- Provide, leadership, oversight and overall coordination of the Finance unit for all financial operations, including accounting, budgeting, investment management, financial reporting and control, cash flow management, forecasting, short- and long-term financial planning.
- Provide proactive and regular financial reporting, summaries, and information to the Executive Secretary ensuring adherence to all fiscal and administrative policies and procedures, and supplement with new policies and procedures when necessary.
- Oversee preparation of financial reports, including quarterly financial statements and ensure that financial statements are prepared on time and in compliance with generally accepted accounting principles.
- Provide effective oversight on project finances to ensure sound financial management, timely disbursement of funds and conformity with the Foundation’s procurement and disbursement guidelines for grant operations.
- Prepare progress and annual reports and coordinate implementation of Executive Board decisions related to financial management and any financial implications on operational and programmatic decisions.
Procurement function
- Provide, leadership, oversight and overall coordination of the Procurement unit ensuring the effective delivery of the procurement function at the Foundation and its projects.
- Oversee the preparation, approval, implementation and monitoring of the corporate procurement plan ensuring acquisition plans are in place and properly laid out in accordance with all financial and procurement guidelines.
- Oversee the implementation and compliance issues of procurement policies and guidelines including the monitoring of contract management process with consultants and service contractors.
- Monitor the contracts management process including proper performance assessments to ensure value for money for goods, consulting services and non-consultancy services.
Corporate Services function
- Provide, leadership, oversight and overall coordination of the Procurement unit ensuring effective administration and delivery of the corporate services including security, travel operations, central registry and office management of the Foundation.
- Ensure that Foundation’s security plan and execution strategy is in line with the established security standards and protocols.
- Develop and inculcate a culture of customer service and performance management to ensure high quality and continuous improvement in service delivery.
Human Resource Management
- Provide leadership, oversight and overall coordination of the Human Resources Unit ensuring the effective delivery of the Human Resource function and provide guidance to management and staff on Human Resource matters.
- Oversee the development and implementation of the Foundation’s Human Resource management strategy, policies and activities in line with the organisation’s strategy and business plan
- Oversee the assessment of the Foundation’s human resource needs and manage the development of programs to attract, select, develop, and retain the talent needed to meet the organizational mission.
Desired Qualifications, Experience and Competencies
Education:
Advanced University degree from a recognised university in Business Administration, Business Leadership, Finance, or a directly related field. Valid professional certification such as CPA, ACCA or CIMA is an added advantage.
Experience:
Minimum 10 years relevant experience in core administration position at senior management level with an international, regional, multi-lateral or similar organization; extensive experience in corporate administration, financial control, risk management and human resource management. Strong analytical and hands-on experience managing and leading cross-functional teams is required. Experience in Resource Mobilisation is desirable.
Language proficiency:
Excellent knowledge of English Language. Working knowledge of French would be an added advantage.

- Competent in the Microsoft Office software (Word, Excel, Access and Power Point) and working knowledge of the SUN Accounting system (SUN) or a similar system is highly required.
