ICAP at Columbia University works in partnership with the Ministry of Health and Child Care (MoHCC) to support the implementation of high-quality comprehensive HIV Prevention, Care and Treatment programmes in Zimbabwe.
ICAP at Columbia University has launched a new multi-country network aimed at enhancing HIV care and treatment services in multiple countries in sub-Saharan Africa called the HIV Coverage, Quality and Impact Network (CQUIN). The goal of the CQUIN is to enhance HIV programs by shifting to a new model of service delivery termed ‘Differentiated Care’. In that regard, CQUIN is convening a learning network of PEPFAR supported countries to foster south-to-south exchange and provide technical assistance to Ministries of Health and other partners engaged in the design, implementation, and evaluation of HIV treatment programs.
The Differentiated Care Coordinator seconded to the Ministry of Health & Child Care in Zimbabwe under the AIDS & TB Programme, will work as part of the CQUIN Project team and will lead and manage a public presence for the Project in Zimbabwe, including developing strategies, and supporting the global CQUIN Project Team in efforts to successfully implement the learning network and to disseminate results.
This position is grant funded.
Major Accountabilities
The roles and responsibilities of the Differentiated Care Coordinator shall include, but are not limited to the following:
- Establish a National Differentiated Care Steering Committee
o Identify and engage key stakeholders
o Spearhead development of Steering Committee Terms of Reference - Convene and manage regular Steering Committee meetings
o Schedule meetings, send/track invitations, reserve venue
o Prepare regular agendas, minutes, and reports - Orient provinces and stakeholders on differentiated care
o Conduct regular briefing meetings
o Disseminate relevant policies and guidelines - Spearhead differentiated care Knowledge Management for MoHCC
o Regularly review published and “grey” literature on differentiated care
o Maintain electronic files/resources related to differentiated care
o Liaise with countries in the CQUIN network (and elsewhere) to stay abreast of policies, training resources, case studies, and best practices - Periodically brief the Steering Committee on innovations and evidence
- Assist MoHCC to purchase and procure project vehicles, equipment, stationery, and supplies.
- Coordinate a targeted evaluation of the CARG model in Zimbabwe
o Work with ICAP to identify and convene a project Advisory Group
o Spearhead development of the project protocol and tools
o Facilitate local IRB approvals
o Work with ICAP to develop data collection and management SOPs
o Train and supervise data collectors
o Conduct selected key informant interviews
o Support data analysis as required
o Support dissemination of project results
Education
- MBCHB/ MD and a Master’s degree or equivalent in Epidemiology, Biostatistics, Public Health, Health Systems Strategies or related field
Experience, Skills & Minimum Required Qualifications
- 5+ years relevant experience with an reputable international organization
- Experience conducting health systems evaluations including developing protocols, standard operating procedures, and questionnaires and collecting data.
- Good understanding of the Zimbabwean Health System
- Good written and verbal communications skills in English; ability to interact professionally in English
- Strong organizational and project management skills
