Background
Strong partnerships with all stakeholders are key to implementation of the Zimbabwe United Nations Development Assistance Framework (ZUNDAF) 2016 – 2020.  One of the key stakeholders with whom the UN in Zimbabwe is looking to strengthen its partnership is the civil society.  A vibrant, empowered and effective civil society is a pre-requisite for the achievement of the Sustainable Development Goals (SDGs) in Zimbabwe.  Partnership with civil society organizations and non-governmental organizations are critical to the sustainability of UN efforts in-country in support of inclusive growth and sustainable development, focused on the needs of the poorest and the most vulnerable.

Against this background, the UN Resident Coordinator’s Office (RCO), on behalf of the UN Country Team in Zimbabwe, is looking to engage a consultant to help strengthen UN system’s partnership with the civil society in Zimbabwe.

Duties and Responsibilities
PROPOSED CONSULTANCY

  • Undertake a desk review of existing literature on civil society organizations in Zimbabwe. This should include a desk review of existing databases of Civil Society Organizations in Zimbabwe;
  • Map out existing partnerships between the civil society organizations and UN Agencies/Funds/Programmes in Zimbabwe, by sector;
  • Prepare a database of civil society organizations in Zimbabwe, defined along the ZUNDAF Results Areas;
  • Propose a UNCT Civil Society Engagement Strategy, with a set of concrete and actionable recommendations for consideration by the UNCT.

Specific Objectives of the Consultancy:

Undertake a desk review of existing literature on civil society organizations in Zimbabwe.

  • Prepare a short note (maximum 5 pages), summarizing existing literature on civil society in Zimbabwe.  This will be a stand-alone document, as well as a background to the UNCT Civil Society Engagement Strategy (see point 4).

Map out existing partnerships between the Civil Society Organizations and UN Agencies/Funds/Programmes in Zimbabwe, by sector.

  • Meet with key UN agencies to get an overview of agency-level engagement with the civil society;
  • Prepare a matrix that maps out existing partnerships between the UN and the civil society, by sector;
  • This should draw from a review and analysis of existing databases of existing Civil Society Organizations in Zimbabwe

Prepare a database of civil society organizations (CSOs) in Zimbabwe along key sectors/ZUNDAF Results Areas.

  • Meet with key development partners and other actors to get an overview of their engagement with civil society organizations;
  • Prepare an inventory that lists CSOs with whom the UN may consider partnering, outlining the strengths and weakness of each CSO.

Propose a UNCT Civil Society Engagement Strategy, with a set of concrete and actionable recommendations to the UNCT.

  • In consultation with key UN agencies, prepare a UNCT Civil Society Engagement Strategy (2017-2020).  The strategy should be a concise document (maximum 30 pages), including a set of concrete and actionable recommendations to the UNCT to take the strategy forward;
  • Present the draft UNCT Civil Society Engagement Strategy to the UNCT, for UNCT guidance;
  • Finalize the UNCT Civil Society Engagement Strategy, based on inputs/comments from UNCT.

EXPECTED OUTPUTS

  • Desk review of existing literature on civil society in Zimbabwe;
  • Mapping report of existing partnerships between the civil society organizations and UN Agencies/Funds/Programmes in Zimbabwe, by sector/ZUNDAF Results Areas;
  • A database of civil society organizations for potential partnership with the UN;
  • UNCT Civil Society Engagement Strategy, with a set of concrete and actionable recommendations to the UNCT.

Required Skills and Experience
Education:

  • Master’s Degree in Political Sciences (International Development, International Relations, International Human Rights), or related field.

Experience:

  • Minimum of five years of progressively responsible experience in political analysis or a related field (seven years’ experience if candidate holds Bachelor’s Degree or equivalent);
  • Demonstrated and proven knowledge of the civil society in Zimbabwe.
  • Experience working within the UN system in Zimbabwe is highly desirable.

Language:

  • Excellent verbal and written communication in English.

Other:

  • Current resident in Zimbabwe.

TIMELINE, REPORTING & QUALITY CONTROL FOR THE ASSIGNMENT

The assignment is a full-time consultancy, to start as soon as possible for period of 20 days. The assignment will involve direct engagement with UN agencies, key development partners and other stakeholders.

The Consultant will work under the day-to-day management of the Head of RCO and the overall supervision of the UN Resident Coordinator.  The Consultant will work closely with the UNDP Governance Team more specifically the Dialogue Specialist.

EVALUATION

The Consultant will be evaluated based on the qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToR.  In addition, the Consultant will also be evaluated on the following methodology:

Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the Consultant whose offer has been evaluated and determined as:

a) Responsive/compliant/acceptable; and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.

The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the ToR.

SELECTION CRITERIA

Technical Evaluation: 70% of total evaluation (maximum 100 points):

Criteria A: Education (maximum 10 points);

Criteria B: Experience (maximum 50 points);

Criteria C: Language (maximum 10 points).

Criteria D: Methodology (Maximum 30 points)

Final selection: only the candidate with the highest ranked will be selected.

Note: only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation.

Financial Evaluation: 30% of total evaluation (maximum 30 points).

Please submit an all-inclusive lump sum fee for the assignment. Financial proposals must be all inclusive and must be expressed in USD. The term “all inclusive” implies that all costs (professional fees, communications, consumables, insurance, etc.) that could possibly be incurred in discharging this assignment should be factored into the financial proposal.

Criteria for financial evaluation (30 points):

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where;

p = points for the financial proposal being evaluated;

y = maximum number of points for the financial proposal.

MILESTONE PAYMENT SCHEDULE

  • The Consultant will be paid upon submission of the final UNCT Civil Society Engagement Strategy.
