OBJECTIVES OF THE PROGRAMME

To develop and implement health systems based on primary health care, supporting universal coverage.

Description of duties

The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda

To support Member States in the establishment and further development of best practices in service delivery and quality systems design and foster the development and implementation of evidence-based policies and strategies.
To encourage and enable the dissemination of evidence-based research results, tools and best practices on service delivery and quality systems.
Encourage information-sharing and assist to develop and maintain sub-regional and regional databases with reliable and accurate data and information..
To provide technical expertise to countries for the development, implementation and strengthening service delivery strategies within the context of existing national strategic plans.
Support establishing, revising and adapting guidelines to ensure effective coordinated and integrated people-centered health services delivery with emphasis on quality management systems, capacity building and strengthening partnerships.
Support M&E and reporting on sub-regional countries’ trends and progress.
To play a part in the implementation of sub-regional and regional strategic policies on delivery of quality health services, and support resource mobilization and advocacy in support of country health sector needs.
To perform other related responsibilities as assigned, including replacing and backstopping for others as required.

Essential

Degree in a clinical health professions (e.g., Medicine, Nursing etc)
Post-graduate Degree or recognized specialist qualification in clinical sciences
Training in quality control systems and /or in infection prevention and control practices..
Desirable

Post-graduate training in public health;
Post Graduate training in quality management in health .

Skills

Proven expertise in clinical and other health service delivery systems and in running quality of care programmes as part of national health systems policies and strategies.
Excellent track record in data collection, analysis, Monitoring and evaluation in health services delivery.
Excellent communication and presentation skills with demonstrated ability to write technical reports, documents and guidelines in a clear and concise manner.
Ability to provide technical advice and guidance to multiple stakeholders and partners taking into account country contexts.
Strong interpersonal skills with ability to promote consensus, lead resource mobilization activities, communicate progress and results, and/or take remedial action in a proactive manner, while ensuring effective work practices and ethics.
Diplomacy, tact and courtesy.
Proven ability to use standard office software packages, Conversant with common IT software including eHealth tools.

Experience

Essential

At least seven years’ experience in managing clinical services in a major hospital or at national level.
Experience in the development and implementation of service quality standards at the national and international levels, including experience in international cooperation.
Desirable

Experience in health systems; with experience in WHO or UN Agencies, preferably in the African Region; and in facilitating consultations.
Languages

Excellent knowledge of English and/or French with a good working knowledge of the other. Knowledge of Portuguese is an advantage.
Additional Information

WHO’s salaries are calculated in US dollars. They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel (for international positions only), education grant for dependent children (for international positions only), pension plan and medical insurance.

Candidates appointed to an international post with WHO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.

Annual salary: (Net of tax)

USD 69032 at single rate

USD 74130 with primary dependants
