OBJECTIVES OF THE PROGRAMME : Promoting good health at key stages of life, taking into account the need to address health equity, social determinants of health and human rights, with a focus on preventing morbidity, mortality and disability from vaccine-preventable diseases through the optimum use of currently available and new vaccines. |

Description of duties: – To provide guidance and technical support to countries for the development and implementation of harmonized , costed multi-year plans and protocols for routine immunization, with first-line responsibility for developing and updating existing guidelines and standard procedures as related to implementation and surveillance at the regional, sub-regional and national levels, in close cooperation with the regional and national public health networks, to ensure forecasting and maintenance of vaccine stockpiles, particularly in case of emergency. – To serve as focal point for planning, implementation and strengthening of routine immunization programmes, in close cooperation with and support of other team members particularly those responsible for Yellow Fever, measles and meningitis control, to exchange findings and views, discuss options and liaise with laboratories that are part of the regional and national public health laboratory networks, critically analyzing data and evidence-based results; developing, updating and evaluating interventions and strategies; and promoting research to improve routine immunization activities. – To develop and update norms and standards related to routine immunization, providing expertise and developing/revising guidelines; proactively facilitate the implementation of norms and standards to facilitate M&E; the development and implementation of capacity building for routine immunization through the identification and implementation of operational policies to expand strategies; and providing technical expertise and advice to Member States and partners, regional and sub-regional laboratory networks. – To encourage close collaboration at the regional, sub-regional and country levels, to promote information-sharing through video-conferencing, informal consultations and, as required, interregional meetings; ensuring regular reporting on the situation of routine immunization in Africa, including the preparation and submission of annual global progress reports; developing/collaborating to the development and maintenance of up-to-date regional and national databases on routine immunization as part of the development on new/improved tools and strategies. – Within the delegated authority, to work in partnership to contribute expertise and technical information consistent with the needs of routine immunization with particular attention to critically reviewing existing and new guidelines as regard to vaccines stockpiling handling and processing, as well as supporting Member States in the assessment of routine immunization financing requirements and the identification of strategies to fulfil these requirements, as part of reporting on epidemiological, financial and programmatic activities. – To collaborate on the elaboration and implementation of resource mobilization and advocacy strategies, as well as providing advice and guidance to regional and national partner, in line with WHO Resolutions pertaining to routine immunization at the regional and country levels in a proactive manner. – To support the coordinator is the development of work plans and budgetary proposals, as required. – To perform other related responsibilities as assigned, including replacing and backstopping for others as required. |

REQUIRED QUALIFICATIONS | |
Education: Essential : Degree in medicine with post-graduate degree/training in public health or health policy, complemented by post-graduate training in epidemiology with specialization in infectious or communicable diseases. Desirable : Verification of Educational qualifications: |

Skills: – Within the context of the Global and Regional Vaccine action plans, demonstrated knowledge of routine immunization programmes, vaccine preventable diseases and global health. – Proven ability to think independently and strategically, plan, coordinate and implement routine immunization activities, including norms and standards for vaccines stockpiles and related capacity building; monitoring and reporting on results, progress, lessons learnt and obstacles. – Proven understanding of routine immunization as related to preventable diseases including case-based surveillance, Integrated Disease surveillance (IDSR) and International Health Regulations (IHR) as well how to achieve universal Health coverage (UHC). – Proven track record in the development and implementation of norms and standards and effective reporting mechanisms and systems, and M&E. – Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts; and to participate in resource mobilization and advocacy activities. – Excellent interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics. – Diplomacy, tact and courtesy. Experience: Essential : At least seven years’ practical experience in routine immunization, vaccines stockpiles and related activities at the national and international levels with experience in project management, analysis and the development of capacity building tools and databases for monitoring and evaluation purposes. Languages: Excellent knowledge of English and/or French with a good working knowledge of the other. Knowledge of Portuguese is an advantage. |

Additional Information: WHO’s salaries are calculated in US dollars. They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates.
