5. Background and contextual information
Voluntary Service Overseas- Regional Health and AIDS in Southern Africa (VSO- RHAISA) has been in operation since the year 2000. The organisation has undertaken HIV and AIDS programmes in Southern Africa with a focus on HIV prevention care and support, promoting sexual and reproductive health and rights (SRHR), advocacy, livelihoods and capacity building of local organisations and government agencies.
VSO RHAISA started piloting projects in prison settings since 2010. In response to the challenges faced by prisoners in Southern Africa VSO-RHAISA, in partnership with UNODC has started to implement of a multifaceted three-year project entitled: “Promoting human rights and access to health services in prisons in Southern Africa”, implemented in Malawi, Swaziland, Zambia and Zimbabwe (first phase) with funding from the Swiss Agency for Development and Cooperation (SDC). The goal of the project is ‘to improve the health and dignity of the prison populations in Southern Africa’ against a contextual setting of high HIV and AIDS prevalence. In implementing this project UNODC spearheads the broad strategy of enabling environments, which includes aspects of development and improvement of enabling policies and legislative frameworks. In addition, UNODC also addresses access to strategic information on HIV, AIDS and TB and improves access to health services and capacity building of health personnel within prison settings. VSO-RHAISA is responsible for improved coordination amongst civil society and government agencies to ensure successful rehabilitation and reintegration of prisoners’ and capacity building of partners. The project is implemented as a joint strategic area, focusing both in and out of prison.
The project primary actors are prisoners, ex-prisoners and prison officials and their dependents in a total of twenty two prisons. VSO works through implementing partners (in the government and civil society sectors) in three countries namely Malawi, Zambia and Zimbabwe. The Project strategy and implementation takes into cognisance challenges that include the unique contextual issues in and outside of the prison setting, multiple project components, budget allocation of each country and working with multiple-agencies (i.e. implementing, collaborative and strategic partners).
