We’re Population Services International (PSI) South Sudan, one of the East African Region’s leading non-profit social marketing organization. We work to ensure that people of South Sudan have access to health care products.

There over 100 “PSI’ers” in South Sudan. We are a diverse group of professionals with wide ranging backgrounds in law, marketing, public health with a mix of non-profit and profit sector experience. PSI began operations in Southern Sudan in January 2005, distributing Long-Lasting Insecticide-Treated Nets (LLIN) through the commercial sector and implementing behavior change communication on HIV/AIDS. Over the years, PSI has continued its presence and expanded operations to include a comprehensive hygiene, sanitation and safe water program.

In 2009, PSI started a Home Management of Malaria (HMM) program for children under five years old. Since then, HMM has evolved into a broader Integrated Community Case Management (ICCM) program with the addition of pneumonia, diarrhea and acute severe malnutrition interventions.

In South Sudan, PSI is the prime recipient for Global Fund and DFID grants. We manage our program through other NGOs who are sub-recipients (SRs) of the grant and help us administer the program in South Sudan. You will play an integral part in the Program Management Unit to provide oversight and work closely with our SRs and stakeholders, including the MOH.

We are looking for an experienced Program Manager to manage our portfolio. This individual will lead PSI’s Program Management Unit (PMU) and supervise a team of 8 staff. Together these programs represent a consortium of 6 NGOs as well as the Ministry of Health and the National Malaria Control Program (NMCP), South Sudan.

Program activities include country-wide distribution of long lasting insecticide treated nets and integrated community case management (iCCM) of childhood illnesses.

The incumbent will be required to travel to implementation sites for the purpose of monitoring the project activities.

The Program Manager needs significant leadership, management and international development experience, a demonstrated track record in successfully managing large donor funded projects, a commitment to capacity building, and experience in successfully implementing international health programs focusing on health systems strengthening and malaria prevention and treatment.

Your contribution

Manage the Grant and ensure performance targets are met

  • Provide overall oversight of the Global Fund and DFID projects, including planning, budgeting and forecasting, implementation, reporting, and supervision of the PMU management team.
  • Serve as the lead liaison between all partners, including but not limited to the National Malaria Control Program (NMCP), the Ministry of Health (MOH), partner NGOs, sub-recipients, the Local Fund Agent, the Global Fund Secretariat and DFID.
  • Monitor and ensure the efficiency and effectiveness of all project activities and partners’ efforts to assure quality of service provision and alignment of priorities, including sub-grant management, financial and programmatic oversight, administration and procurement, and regular on-site supervision visits.
  • Serve as the focal point for engaging in policy dialogue with the MOH and donors on key issues relevant to service delivery in South Sudan, including participation in key national working groups.
  • Lead quarterly work planning meetings with SRs.
  • Oversee sub-award monitoring and capacity building plans and work with PMU team members to follow up on outstanding issues.
  • Coordinate sub-award workshops and training orientations on aspects of the project including M&E, terms and conditions, financial and programmatic reporting.
  • Ensure PMU responsibilities matrix is respected and updated as necessary

Track, Evaluate and Improve Partners Performance

  • Conduct quarterly review of partners’ programmatic reports for accuracy and provide recommendations to improve performance and follow through to ensure recommendations are implemented.
  • Manage quarterly field supervision visits and data quality assessments of partners to verify reported results using disaggregated DHIS data and paper based tools.
  • Verify SRs requests for Global Fund and DFID health commodities against their performance framework targets, stock reports and supervise the allocation of commodities, reporting tools and supporting equipment to the SRs.
  • Help partners improve supply chain management, commodity tracking and ensure adequate warehousing arrangement.
  • Work closely with the Program Manger and Finance and Compliance Manager to prepare variance analysis for the quarterly/bi-annual/annual final reports to Global Fund and DFID.
  • Lead preparation of high-quality periodic reporting, including risk mitigation plans, to the Global Fund and DFID, ensuring accuracy of programmatic and financial reports prior to submission to the Country Representative for approval
  • Take lead role in the orientation of SRs on grant documents (logical framework, work plan and proposal) for the phase II of the DFID ICCM grant expected to start in July 2016.

Manage and Mentor

  • Oversee and mentor a group of eight professionals in the unit
  • Supervise M&E Manager, Finance & Compliance manager and Program Coordinator.
  • Work with the Ministry of Health to build the capacity of National Malaria Program Staff.

Collaborate with Partners and Stakeholders

  • Be an active participant and advocate in relevant Working Groups.
  • Partner with National Malaria Control Program and Technical Working Group to oversee National Malaria Indicator Survey from concept development to reporting of results.
  • Support the coordination and delivery of studies (Vector Susceptibility Study and Therapeutic Efficacy Study) led by the WHO and National Malaria Control Program.
  • Work closely with Business Operations to build capacity and transition commodity planning, warehousing and logistics to MOH.
  • Coordinate effectively with PSI South Sudan Business Operations, Procurement, Finance, and PSI HQ team and Supply Chain department in Washington DC.

Perform any other related duties that may be assigned by the immediate supervisor.

Our needs

  • Master’s degree (preferably in Business or Public Health) from a well-recognized institution
  • Ten years of experience in private or public sector enterprises, including demonstrated success in leadership and management of large international development projects.
  • At least 2 years managing complex projects in a developing country, Africa experience preferred.
  • At least 4 years of group supervisory experience.
  • Exceptional managerial experience, preferably managing complex public health sector activities involving coordination with multiple stakeholders.
  • Demonstrated experience in developing and managing relationships with donors and governments
  • Familiarity with Global Fund and DFID processes and procedures preferred
  • Technical knowledge of health delivery systems in the public sector as well as solid understanding of malaria and child health related issues strongly preferred
  • Ability to effectively engage with other partners and government institutions.
  • Demonstrated ability and motivation to build local staff capacity and train others.
  • Superior communications skills, verbal and written, including the ability to engage effectively with staff at all levels.
  • Fluency in spoken and written English.

To succeed in this role you must be self-motivated, have a strong sense of accountability and be able to deliver results on time.
