JOB DESCRIPTION

PURPOSE OF POSITION:

The USAID FFP DFAP Food Assistance Manger (FAM) provides strategic, operational and technical oversight and overall management of the DFAP food commodities Program Component in compliance with USAID and WVI policies plus other relevant standards.

KEY RESPONSIBILITIES:

  • Provide supervision and technical support to the Consortium partners in management of all food resources, ensuring that the receiption, handling, storage and documentation of commodities movements are aligned with USAID and WVI FPMG standards and guidelines.
  • Ensure an effective reporting system to produce timely and accurate commodities reports to USAID, Consortium Lead, WVI ( DRC Office and FPMG) and other key stakeholders.
  • This will include providing oversight of the Commodity Tracking System (CTS) data integrity ( quality and accuracy) and strict adherence to reporting schedules as well as ensuring that the CTS and LMMS are always functional across the consortium.
  • Manage all food resources and commodities budgets in conjunction with the DCOP and Finance Coordinator and ensure spending and expenditures are within budget and adhere to donor requirements.
  • Facilitate Food Assistance audits [National, Partnership and Independent (USG A-133) audits] and follow-up implementation of audit recommendations.
  • Effective Management of sector risks through staff capacity development, rigorous internal controls, monitoring systems and tools with support and collaboration of the with Consortium and World Vision leadership which include DCOP, Operations Manager and Field Security Manager.

KNOWLEDGE, SKILLS & ABILITITES:

  • Bachelor’s degree in technical area or equivalent experience.
  • Strong communication skills, particularly advanced writing skills.
  • Ability to build relationships cross-culturally.
  • Strong track record of successful coordination or management of large commodities operations.
  • Ability to multi-task.
  • Strong workshop facilitation skills.
  • Strong networking skills.
  • Experience and familiarity with USAID Title II regulations and reporting requirements.
  • 3-5 years management experience in the food logistics ( warehousing, transportation, distributions).
  • Minimum of two years food assistance program planning experience at supervisory level.
  • Field-based international NGO work experience in Food Assistance program leadership, with a minimum of 3 to 5 years total development and emergency experience.

Preferred:

  • Strong design, monitoring and evaluation skills preferred.
