UNICEF Zimbabwe is inviting proposals from individual national consultants for provision of support in Communication for Development in Emergencies

Background

In response to the El Nino and La Nina emergency in Zimbabwe, the role of Communication for Development in Emergencies is to seek to share relevant, action-oriented information so that when disaster strikes, people in affected communities know what actions to take to maintain and protect the health and wellbeing of all their members, including those with disabilities, the elderly and other especially vulnerable groups.

Under the general guidance of the supervisor, and in close coordination and partnership with Programme sections, the Communication for Development Consultant will be accountable for technical support and assistance in the facilitation and management, monitoring and assessment, documentation and reporting on behavior change communication interventions related to life saving nutrition treatment and care, WASH and other areas needing information, education and behavior change in the overall response plan in 10 districts affected by drought in Zimbabwe.

Objective (s)

The focus of this scope of work will include technical support and assistance in the facilitation and management, monitoring and assessment, documentation and reporting on behavior change communication interventions. Special focus will be given to C4D in Nutrition interventions, especially strengthening community mobilization and social accountability through C4D interventions in 10 districts. Support will be provided to establish C4D in Emergencies response system and mechanisms, including M&E. In particular, areas of focus shall include:

  • Building an evidence based through formative research. Emergencies often occur where there has been no prior preparation and no existing evidence base exists to guide the appropriate communication response. Conducting formative research, even if it is limited by the nature of the emergency, can help understand who is most in need, what information they require, and how to most effectively reach and engage them through the communication options to which they have access and can use. Evidence from research also helps to build a constructive dialogue with affected communities, which allows them to critique humanitarian responses, which in turn helps to build accountability within the humanitarian sector.
  • Social and Behaviour Change Communication Strategy Design.
  • Development of key messages, Information, Education, and Behaviour Change mass and interpersonal communication materials.
  • Strengthening partnership and collaboration with partners, especially with relevant Government Ministries, key private sector and NGO partners. Emergency response involves many different partners from a range of sectors, including government, UN agencies, NGOs and humanitarian agencies.
  • Engaging with Communities in emergencies for their own preparedness, coping and recovery. Engaging communities in preparedness planning, in emergency response and in recovery is essential. Always build on what people already know about emergencies and recognize their strengths and desire to protect and rebuild their communities.
  • Assessing impact. Whenever possible, monitor and evaluate the effectiveness of the communication for humanitarian action interventions. Were messages clear? Did they reach the groups intended? What went wrong? Did it create the impact hoped for? What succeeded?

    Methodology & Expected Output

The consultant will work in close collaboration with Government Ministries, key private sector and NGO partners to design and implement selected activities. Emergency response involves many different partners from a range of sectors, including government, UN agencies, NGOs and humanitarian agencies

Key Responsibilities and Tasks

General

The C4D for Emergencies Consultant will report to the Chief of Communication who is the supervisor of this assignment. The UNICEF C4D team will provide regular guidance, cross – sections collaboration and required logistical support, avail required documents and other relevant reports to the exercise.

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

  1. C4D emergency programme strategies are implemented for behavioral change at family and community levels.
  2. Culturally relevant programme communication materials designed, pre-tested, and produced timely, meeting requirements and quality standards.
  3. Strong partnerships with government ministries, civil society organizations, community groups, leaders and other partners in the community and civil society developed and enhanced for promotion of participation of children, adolescents and other stakeholders in social and behavioral changes supportive of programme goals.
  4. Effective training materials and activities organized, developed and implemented to build capacity in participatory and behavior communication at various government levels.
  5. Monitoring and evaluation of programme activities and preparation of reports timely and properly undertaken. Findings, experiences, lessons learned, best practices and new methods effectively shared with government officials, programme staff, and other partners.

    Major Tasks

Task: Situation Analysis and Desk Review

Deliverables: Desk Review Report of key pre-implementation quantitative and qualitative indicators for AKAP with regards to Child Protection, Nutrition, WASH, HIV and Aids. Validation workshop for Stakeholders

Task: C4D Capacity Strengthening

Deliverable: Training of key Emergency Stakeholders in C4D for Emergencies.

Task: Communications Strategy and Plan Design

Deliverable: Revised Emergency Communication Strategy and Plan that is informed by the Desk Review. Validation workshop for Stakeholders

Task: Develop Messages Guide with different category / health subject sections

Deliverable: Key Messages and Messages Guide for the Emergency and Drought Response. Stakeholders’ validation Workshop.

Task: Develop and place mass media and IPC

Deliverables: Weekly Radio Spots, Weekly TV and Radio PSAs, Minimum of one poster for Child Protection, Nutrition, WASH and HIV/AIDS. Minimum of one user friendly A4 flyer for community engagement for Child Protection, Nutrition, WASH and HIV/AIDS. Print Adverts and all communication materials to be in Local Languages and English; and to be developed applying the principles of participatory communication.

Task: Design Users of C4D Materials Workshop

Deliverables: Training workshop for users of communication materials

Task: Develop C4D PME framework

Deliverables: C4D Emergency Monitoring, Evaluation and Reporting Framework.

Task: Monthly Reports

Deliverables: Monthly Results Based Reporting, Inception, Mid implementation and, Final Reports

Task: Monitor Activities

Deliverables: Field implementation and monitoring

Task: Impact Assessment

Deliverable: Post implementation evaluation and Report

Consultancy Requirements

Education

  • Master’s Degree in one of the following fields: Communication for Development, Mass Communications, Behaviour Change Communications, Public Health, Health Promotion, and health communication related disciplines.

Work Experience

  • Minimum five years professional work experience at the national level in C4D programme/project development, planning, implementation, monitoring, evaluation and administration.
  • Wide knowledge of C4D tools and models, and logical processes for selection and rollout.
  • Demonstrated experience in developing strategies and implementing C4D interventions with clear behavior and advocacy indicators.
  • Zimbabwe work experience, preferable in emergency context.
  • Specialized training/experience in emergency response management highly desirable.
  • Fluency in English and local languages.
