Job Title      : Principal Director- Higher and Tertiary Education

Grade          : F

Reports to   : Permanent Secretary

Department : Science, Technology And Innovation

Station        : Head Office

Ministry       : Higher And Tertiary Education, Science And Technology Development

Duties And Responsibilities

• Oversee the operations of UNESCO, Quality Assurance and Standards, Tertiary and Higher Education Programmes Departments,
• Coordinate and assist in the development of Higher Education, Quality Assurance systems within Higher Education and Universities.
• Coordinate and regulate Technical and Vocational Education Training (TVET).
• Reviewing and recommending Higher and Tertiary Education Programmes fees structure
• Inform and advise the Permanent Secretary where necessary on Human Capital Development.
• Initiate, participate and develop high impact and viable sectoral workplan in line with ZIM-ASSETS.
• Present and defend Ministry policy positions and attend Cabinet Committee meetings on behalf of the Permanent Secretary.
• Assist the Permanent Secretary to prepare papers for Parliamentary portfolio, Cabinet memoranda and response to Parliament.
• Supervise and appraise two Directors of UNESCO, Quality Assurance and standards, Tertiary Education Programmes and Higher Educational Programmes.

Qualifications

• A First Degree in Business/Administration/Education/Engineering/Applied Sciences or related equivalent qualification.
• A relevant Master’s and or PhD Degree would be an added advantage.

Experience And Attributes

• Should have no less than 5 years of relevant experience and a minimum of 2 years in the Director or equivalent grade.
• In depth knowledge of the education sector.
• Should have Research and analytical skills.
• Should also possess technical skills.
• Should have good Communication skills.
• Should have good Public Relations.
• Should be prepared to travel widely within and outside the country.
• Ability to work under pressure.
• Ability to built trust and team work.
