Background
National AIDS Council (NAC) is an organisation enacted through the Act of Parliament of 1999 to coordinate and facilitate the national multi-sectoral response to HIV and AIDS. It is mandated to administer the National AIDS Trust Fund (NATF) collected through the AIDS Levy with the aim of combating the spread of HIV and the management, coordination and implementation of programmes that reduce the impact of HIV and AIDS.

NAC partners with the MOHCC and receives funds from The Global Fund to Fight AIDS Tuberculosis and Malaria (GF). As part of this programme to support the implementation of the programme NAC carries out activities

·     To develop and strengthen the policy environment in Zimbabwe.

·     To strengthen groups working with key populations.

·     To support sustainable financing initiatives.

The private sector including international donors and non-governmental organizations play a significant role in sustainable financing model for Health, HIV and Gender. Public- private sector partnerships are increasingly becoming common in furthering sustainable development goals. Sustainable financial resource initiatives can take a variety of forms and understanding of the sustainable Health, HIV and Gender financing models.

Zimbabwe’s national response to HIV and AIDS financing gap is growing each year and by the end of ZNASP III in 2018, the financing gap will be as high as 60%.  Seventy-five (75%) of the resources available to support the health delivery system is coming from external sources such as the Global Fund to fight TB, Malaria and AIDS, the United States of America Government, other donors and partners. Regrettably the Health, HIV and Gender funding from these partners is on the decline.

Zimbabwe, having established the National AIDS Trust Fund, set a commendable regional and international best practice as a model for future funding for HIV.  While this is commendable, the need for additional resources for Health, HIV and Gender cannot be over emphasized.

In view of the above, Zimbabwe through the National AIDS Council is seeking technical assistance to come up with Health, HIV and Gender sustainable financing models that will reduce the financing gap.

The National AIDS Trust Fund (AIDS Levy) taxes 3 % of a workers’ taxable income and net 3% of earnings, this effectively excludes the informal sector which does not contribute to the financial resource mobilization for purposes of responding to the AIDS epidemic. The same scenario prevails on the diaspora remittances that are being sent to Zimbabwe to assist families and relatives in dire need of financial and material resources.

Duties and Responsibilities
The consultant/s aims to assess the sustainability of financial resource mobilization for Health, HIV and Gender based on public-private sector partnerships, and diaspora remittances in order for communities to realise value for money on health interventions.

 

Key Questions

·     Key questions of the sustainable financing resource models are listed below:

·     What resource mobilization strategies are associated with communities’ Health, Gender and HIV’s in a resource constrained economic environment?

·     How sustainable are financing models from public-private sector partnerships that are associated with the impact of Health, HIV and Gender on communities?

·     What are the socio-economic risk factors associated with Health, HIV and Gender through public-private partnerships?

·     What recommendations can be made on the feasibility of accessing Health, HIV and Gender funding from diaspora remittances based on the policies, law and administrative circumstances?

 

The specific objectives of the Assessment are as follows:

·     To determine the resource mobilization strategies associated with communities’ Health, HIV and Gender in a resource constrained economic environment.

·     To assess the sustainability of financing models from public- private sector partnerships associated with the impact of Health, HIV and Gender on communities.

·     To assess the socio-economic risk factors associated with Health, HIV and Gender through public-private sector partnerships.

·     To advise on the feasibility of accessing Health, HIV and Gender sustainable funding from diaspora remittances based on the policies, law and administrative circumstances

 

Description of Responsibilities:

·     Facilitate submission of the proposal to the Ethical Review Board and the ethical approval process.

·     Working with the resource mobilization steering committee, to collect in collaboration with UNDP and NAC staff.

·     Develop a study work plan and prepare a weekly progress update

·     Keep resource mobilization steering committee and Principal Investigators informed of the progress of the work

·     Oversee quality assurance of all other financial data sources and data collection processes through field supervision and other quality assurance mechanisms

·     To conduct analysis and produce a report on the findings of the study

 

Provide support to the resource mobilization steering committee with regards to all other aspects of the implementation of the Health, HIV and Gender sustainable financing models as the need may arise.

 

Time Frame

The activities will be spread over 30 days.

UNDP and NAC envisages a 15 days’ consultant/s for the assessment of sustainable financing mechanisms

An additional 15 days for the purposes of producing a NAC resource mobilisation strategy that is aligned to the 2018 ZINASP 111 will be required.

 

Deliverables

The consultant shall produce:

·      Inception report submitted following the signing of contract.

·      Draft study report within 2 weeks following completion of the study.

·     PowerPoint Presentations on findings of the sustainable financing models and NAC resource mobilization strategy

·     Final study report within 2 weeks following the receipt of comments on the draft sustainable financing model report

·     Produce a draft resource mobilization strategy specifically for National AIDS Council within 2 weeks after completion of the sustainable financing model study

·     Produce a final resource mobilization strategy specifically for National AIDS Council within 2 weeks following the receipt of comments on the draft report.

·     Ability to seek common ground and negotiate issues with internal and/or external clients to recommend for higher approval.

·     Ability to prepare a variety of written products and communications, including important components of major reports.

·     Excellent verbal communication skills, judgment, wisdom and diplomacy skills are needed.

Required Skills and Experience
Education:

·     Master’s Degree in Business Studies, Financial Management, Public Health or Social Science or a PhD.

 

Experience:

·     Five years working experience for a Masters, or a PhD with three years’ working experience;

·     Demonstrable experience in financial, health, HIV and Gender research and documentation particularly in the SADC region;

·     Excellent report writing and publication skills (Please supply the last 3 reports produced);

·     Ability to participate in multi-disciplinary and multi-cultural teams.

 

Language:

·     Excellent command of written and spoken English.

 

Timeline, Reporting and Quality Control for the assignment:

·     The consultancy is for a period of 30 person working days,

·     The contract will be managed the National AIDS Council (NAC), The UNDP will take responsibility for the approval of the final evaluation report in liaison with the National AIDS Council (NAC).

Evaluation:

The Consultant will be evaluated based on the qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToRs. In addition, the Consultant will also be evaluated on the following methodology:

 

Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

 

Technical Criteria weight: 70%.

Financial Criteria weight: 30%.

 

The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/ compliant / acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the ToR.

 

Selection Criteria:

Technical Evaluation: 70% of total evaluation (maximum 70 points):

·     Criteria A: Education (maximum 20 points);

·     Criteria B: Experience (maximum 40 points,

·     Criteria C:Organisation and completeness of the proposal (maximum 10 points).

 

Final selection:

Only the candidate with the highest rank will be selected.

 

Note: Only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation

 

Financial proposal:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable deliverables (qualitative and quantitative). The financial proposal must include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
