Background

The Ministry of Health and Child Care (MoHCC), in partnership with RTI International and support from the United Nations Development Programme (UNDP)/GFATM seeks to build and strengthen the capacity of the ministry’s Information and Communication Technology (ICT) Unit (ICTU) so as to fully leverage on ICTs potential for strengthening Zimbabwe’s national health system. The MoHCC is a Zimbabwe Government ministry mandated with legislating and administering all aspects pertaining to health in Zimbabwe. The ICTU is a unit under the Finance and Administration department with the responsibility to provide ICT solutions and services to the MoHCC while ensuring the security of all ministry ICT infrastructure and information. In order to achieve this objective, the MoHCC and the United Nations Development Programme request for Consultancy to carry out a Capacity Development Assessment of the MoHCC ICT Unit which will form the basis for the unit’s Capacity Building and Development programme. With input from the Capacity Assessment (Phase 1) Conduct a Capacity Assessment of MoHCC Information and Communication Technology unit. Phase 2; Based on the Assessment findings and recommendations, identify and develop a realistic, feasible and time-bound 5-year Capacity Development Strategy that can be implemented over the course of the Programme and Phase 3 Development of an Implementation Plan for Capacity Development of the MoHCC IT Unit from 2016-2021
Proposed consultancy
In light of the above background a consultancy is required to undertake an extensive and rigorous analysis. It is also critically important to the consultant to propose ways and move away from standalone, quick in-and-out temporary ICT solutions.

Duties and Responsibilities

General Objective of this consultancy is to facilitate the Capacity Development Processes for the MoHCC ICT unit:
Phase 1. Conduct a Capacity Assessment of MoHCC Information and Communication Technology unit.
Specific objectives phase 1:
Carry-out a gaps analysis to identify capacity gaps in the Information and Communication Technology Framework (IT Governance, Business Systems, Infrastructure and technology, Disaster Recovery and Business Continuity, Security and Human Resources), relevant to the effective implementation of the programme with the view to building capacity.
Assess ICT institutional strategy relating to coordination of ICT activities between various programs and departments within the MOHCC, business processes, human and financial management, information, equipment, infrastructure and communications technology.
Carry out an analysis of the capacity of the ICTU Research and Development environment.
Assess training needs and requirements of the MoHCC ICTU staff to improve capacity;
Using the information gathered from the assessments and analysis, Draft a report.

Required Skills and Experience

Education:
Team Leader must have at least an advanced university degree (Masters) in the field of Information Technology or related qualification.
The team member must have a minimum of a degree in ICT, M and E and information management or other fields related to the consultancy coupled with extensive experience and knowledge in conducting institutional capacity assessments and strategic management.
Experience:
Be recognized and reputable consultants with a minimum ten years of proven track record of producing high quality analytical and research assessments in ICT.
Demonstrated managerial competence and experience in organizing, leading;
Strong substantive experience in at least one practice area of Information Technology ICT and have a proven understanding of implementing all aspects ICT.
Extensive working experience and familiarity with Sub Saharan African Region (preferably with Zimbabwe) will be an added advantage.
Language:
Fluency in English with excellent writing and drafting skills is required
Excellent analytical, writing and presentation skills.
Timeline, reporting and quality control for the assignment:
The assignment is expected to take 19 business days. An initial scoping stage is expected on 22nd April 2016, which will produce an approach for this assignment as well as an inception plan for this work which must be agreed with the UNDP Capacity Development Unit and MOHCC ICT unit.
A second stage (i.e. Power point Presentation on preliminary findings for stakeholders) is to be expected in the second of week of May, 2016.
The draft report, third stage, is expected in the fourth week of May, 2016. The assignment should then be concluded by mid-June, 2016. The assignment will involve direct engagement with GoZ ministries & departments, UN Agencies, and Development Partners.
The Consultant will work in close collaboration with the Capacity Development team and overall guidance of the MoHCC- ICT Manager. The MoHCC -ICT will provide liaison support in identifying institutions and individuals that the consultants are expected to engage with in the course of the assessment. The MoHCC- ICT team will provide support at each stage of the assignment in terms of availing documents and facilitating meetings relevant to the assignment.

Selection criteria:
Technical Evaluation: 70% of total evaluation (maximum 70 points)
Criteria A:
Education (maximum 10 points).
Criteria B:
Experience (maximum 50 points, divided into 25 points for substantive and technical expertise in the area of ICT capacity development; in particular, with specific knowledge and experience on the Capacity Assessment;
10 points for experience in carrying out analysis and identifying/formulating lessons and best practices;
5 points for experience within the UN system and/or inter-agency settings;
10 points for familiarity with ICT programmes).
Criteria C:
Language (maximum 5 points).
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between UNDP and Consultant, prior to travel and will be reimbursed. In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Should the Consultant wish to travel on a higher class he/she should do so using their own resources.
Final selection: only the candidates with the highest ranked will be selected.
Note: only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation.
Financial Evaluation: 30% of total evaluation (maximum 30 points).
