Abt Associates seeks qualified applicants for the position of Finance and Operations Manager for a USAID-funded malaria project in Zimbabwe. The 5-year project will work to strengthen the capacity of the National Malaria Control Programme (NMCP) at national, provincial, district, and/or community levels, related to case management and malaria in pregnancy, national policies, social behavior change communication, surveillance/M&E and research, and therapeutic efficacy trails.

The Zimbabwe-based F&O Manager will manage all program operations and finances, under the direction of the project’s Chief of Party. This position is based in Zimbabwe and is contingent upon successful award of the contract to Abt Associates.

Specific duties and responsibilities include the following:

Manage project operations and finances, under the direction of the Chief of Party
Ensure project adherence to USG financial rules and regulations.
Lead the development of administrative, financial, and operations systems necessary to support the attainment of project strategies, objectives, and plans.
Work with the Chief of Party to liaise with the client on finance and administrative issues.
Participate in negotiations with client on contract issues and actions and follow up on client requests and concerns.
Work closely with the project’s technical team to arrange appropriate logistical support for project activities.
Ensure proper and timely production of quarterly financial report, including pipeline analysis.
Responsible for budget monitoring, financial reporting and analysis, accounting, and payroll.
Provide guidance with grant development and monitor a potential grant program and grantees
Provide on-going financial administration to project including approvals of purchase requisitions, consultant agreements, vendor invoices, and client invoices.
Oversee procurement efforts for the project including selection and negotiation with vendors and subcontractors.
Oversee management of property including office, site offices, and residences.
Assist the project’s Chief of party to supervise the work of project subcontractors by ensuring contract compliance, reviewing invoices and approving payments.
Supervise direct reports with particular focus on their key tasks and the quality of project deliverables.

Qualification requirements include the following:

Minimum of a Master’s degree in accounting or other relevant discipline.
10+ years of senior-level experience managing large international health projects in developing countries.
Previous experience managing financial and legal requirements of USAID project essential.
Previous experience working with local organizations as part of subgrants/subcontracts
Demonstrated financial and administrative management of large donor funded projects, USAID preferred.
Knowledge of USAID financial and contractual regulations required.
Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills.
Oral and written English language required..
Minimum Qualifications

(10+) years of experience with a bachelor degree OR the equivalent combination of education and experience.
