Job Summary

In collaboration with the Ministry of Health and Child Welfare, EGPAF donors, local and international partners, EGPAF objectives are to ensure delivery of comprehensive, high quality pediatric HIV prevention services (PMTCT) linked to pediatric treatment, care and support of families with a focus on pregnant women, mothers and children living with HIV and AIDS for an HIV free generation.

Working closely and collaborating with the National AIDS & TB Program (The national PMTCT and pediatric HIV care and treatment Coordinator as well as the National OI/ART Coordinator) the Technical Director (TD) will provide in-country technical direction and support to EGPAF technical team including technical support and direction to EGPAF sub grantees. The TD will ensure that the EGPAF country program is technical sound and is in line with the national technical policies, strategies and guidelines as well as the EGPAF global technical policies, strategies and guidelines.

Duties and Reporting

The Technical Director is responsible to the Country Director for the technical design and coordination of all EGPAF program activities in country. The Technical Director will work closely with the EGPAF global technical units on the overall technical direction and soundness of the program as well as with the Ministry of Health and Child Welfare, EGPAF in-country team and EGPAF sub grantees and other partners.

Essential duties and responsibilities

Include the following, but are not limited to:

  • Overall responsibility for the technical direction of the EGPAF country program in liaison with the Country Director and EGPAF HQ Technical Officers
  • Provide strategic technical direction for the EGPAF country program in harmony with Ministry of Health and Child Welfare and EGPAF global technical directions
  • Oversee all EGPAF country program technical program planning, implementation and coordination of all technical program activities.
  • Support Ministry of Health and Child Welfare and the EGPAF sub-grantees and other EGPAF related implementing partners in development of technical guidelines, national strategic framework, operational plans, research priorities and policy development
  • Coordinate and build capacity of EGPAF and its implementing partners to develop technically sound proposals and annual work plans.
  • Participate in review of partner project applications for completeness and likelihood of success.
  • Monitor overall program implementation against agreed targets and milestones
  • Provide strategic direction during work-plan development for the EGPAF program
  • Review technical, monthly, quarterly and annual reports
  • Collaborate with the Country Director and financial team to develop overall program budgets and review program expenditures.
  • Identify opportunities of resource mobilization by actively leading and participating in the development of program proposals.
  • Provide technical leadership in research formulation of EGPAF research priorities including support to research grant proposal developments, ethical clearance and conduct of the studies in an ethical manner
  • Manage technical personnel in-country in line with the approved country structure
  • Support and facilitate visits to the program by EGPAF HQ support staff, other agencies, and donors.
  • Represent EGPAF in local, regional and international technical meetings and conferences
  • Represent EGPAF in partner senior management meetings and donor meetings when required
  • Provide technical support in documenting best practices and publications across the country program
  • Provide leadership to advocacy initiatives as an integral part of program management
  • Support the Country Director to maintain and inform key donors of technical direction of the program.
  • Interface with Country Director and the Operations Director to ensure that compliance with regulations at field level are achieved
  • Work with donor agencies as appropriate to coordinate and promote pediatric HIV prevention, care, and treatment and support activities.
  • Maintain relationships with national government to coordinate the development and adoption of the overall program
  • Collaborate with the EGPAF technical leadership at regional and HQ level to ensure integration between PMTCT and care and treatment activities into family centered prevention, care and treatment.

Qualifications

  • Medical Doctor with a Master’s degree in Public Health (MPH) or its equivalent and with at least 10 years’ experience in HIV/AIDS/TB care, treatment and prevention.
  • At least 5 years’ experience designing and implementing HIV/AIDS/TB programs
  • Experience in managing a large health program
  • At least 10 years’ experience working in a developing country context;
  • Experience working and coordinating with MOHCW, donors, NGOs, USAID/CDC, DFID & UN
  • Excellent oral and written communication skills (English and Shona or Ndebele).
  • Ability to interact at policy, provincial, district and facility level with ease
  • Excellent computer and word processing skills. Computer literacy in the use of MS Windows, Word, Excel, PowerPoint and Outlook is preferred, with practical experience in the use of electronic communications including email, internet, etc.
  • Strong analytical and report writing skills.
  • Willingness to travel extensively within Zimbabwe, work extended periods in the field and interact effectively with local communities, and to learn new approaches
  • Ability to work and deliver results with minimum supervision
  • Demonstrated ability to work as a team player in a multi-disciplinary team setting.
