Cowater is the consulting firm responsible for the delivery of part of Component 3 (Institutional Strengthening) of the Local Governance and Service Delivery (LOGOSEED) project on behalf of the Ministry of Finance and Economic Planning and Local Government Board of the Government of South Sudan. The objective of LOGOSEED is to improve financial management, procurement and infrastructure design and construction standards and practices in participating counties in South Sudan. LOGOSEED project comprises of four components: (1) block grants to Counties for Payam Development; (2) community engagement; (3) institutional strengthening; and (4) project implementation support.
Based in Juba and reporting directly to the Team Leader, the National Procurement Specialist will work on a roving basis at the state and county level to reinforce the work of state-based counterparts and deliver specializing training to counterpart staff. The Specialist will be engaged for an initial period until March 31, 2017 with the possibility of renewal up to an additional four months subject to client approval.
Required Qualifications
- Minimum 5 years of experience in supporting procurement activities with a focus on small infrastructure investments implemented by local contractors and communities
- Professional degree in Procurement, or similar
- Professional degree in Engineering
- Experience in supporting local governments and communities to conduct procurement of works, including development of procurement plans, tender documents and standard forms
- Experience in institutional strengthening of sub-national entities, experience training local staff
- Experience working in South Sudan or other fragile countries
- Professional fluency in English
Specific duties will include but not be limited to:
- Lead classroom training sessions to state and county officials focusing on developing an understanding amongst the participants of the primary stakeholders and steps involved in the procurement process and how they are linked with the planning, budgeting and infrastructure development functions covered through other components of LOGOSEED Component III.
- Oversee and support State-Level Engineering & Procurement Training Specialists in providing on-the-job training, focusing on the application of the steps, procedures and templates taught during classroom training.
- After the conclusion of each formal training session, and in partnership with relevant GoRSS and state-level officials, provide recommendations for refinement of existing procurement training materials, and contribute to their refinement.
