General Description of the Programme

GOAL currently implements an integrated primary health care programme supporting the Ministry of Health based out of 62 health facilities across three locations (Twic County, Abyei Administrative Area, Baliet, Ulang, and Melut Counties) in South Sudan. The programme has a focus on supporting capacity of the South Sudanese Ministry of Health (MoH) in these locations to provide health services as well as an emergency response function to asses and respond to population displacement and outbreaks of disease as required. GOALs overall approach is to reduce child and maternal mortality and improve population health across its programmes areas of South Sudan in line with South Sudan Health Policy and Health Sector Development Plan.

In the health programme GOAL works to increase MoH capacity to deliver services through technical, and management support to the County Health Departments (CHDs) across these four counties. GOAL currently supports a comprehensive primary health care programme which includes; curative care, community health with a focus on behaviour change, reproductive health and immunisation. GOAL also integrates curative nutrition services within the health facilities via an outpatient therapeutic programme (OTPs), Stabilization Centres (SC), Targeted Supplementary feeding (TSFP) and as well as a community nutrition programme that aims to address the underlying causes of malnutrition in these communities.

Overview of the role

The Senior Public Health Coordinator is a member of the GOAL South Sudan Senior Management Team (SMT) with overall responsibility for the strategic development of GOAL’s Health and Nutrition Programme currently operational in four underserved locations in South Sudan. The role focuses on Health and Nutrition programme planning and development, capacity building, coordination with MOH, UN agencies, NGOs, Donors, cluster system (Health, Nutrition and WASH) and other relevant stakeholders in addition to Monitoring and Evaluation and Reporting.

The Senior Public Health Coordinator will have a responsibility for managing and supporting senior health staff including; the Assistant Health Coordinator, Nutrition Coordinator, Emergency Health Coordinator and Community Health Coordinator as well as advising the Assistant Country Director for Program in relation to the strategic direction of the Health and Nutrition. The Senior Public Health Coordinator will also advise on an effective and efficient response to emergencies and lead the Country team in terms of GOALs response in this area.

Main responsibilities

Provide technical support for the health programme to ensure that the programme is evidence-based and responsive to population health needs.
Develop a GOAL South Sudan Strategic Health Plan and ensure that this is developed in coordination with relevant stakeholders and disseminated after it is finalised.
Link in with the GOAL global technical team members are required with a particular focus on the technical advisor for Health and Nutrition to ensure appropriate technical development of the programme.
Build capacity of key staff (Assistant Health Coordinator, Emergency Health Coordinator, Nutrition Coordinator and Community Health Coordinators) who will be the people ultimately responsible for delivering the GOAL Health programme (mentoring, technical trainings, feedback regarding site visits, data analysis, budget monitoring and human resources management).
Periodically visit field sites to conduct a review of programme quality and implementation, based on an agreed TOR with the ACD Programmes.
In coordination with the relevant Technical and Area Coordinators, support field based staff to maintain an accurate, consistent monitoring and evaluation system for health.
Advise on the monitoring and evaluation (M&E) requirements for the health programme and liaise with the M&E Coordinator on the specific M&E requirements of the health programme to ensure an efficient and well managed M&E system is in place for health.
Work with Partnership department in identifying areas of health and nutrition partnership with local entities (CBOs and NNGOS).
Provide advice on the development of donor proposals, budgets and reports through pre and post development reviews.
Emergency Health

Actively participate and contribute within the Emergency Preparedness and Response Working Groups within MOH and Cluster systems.
Ensure that timely and appropriate Emergency Health Assessments are being implemented in order to ensure that GOAL health programming remains responsive to population needs.
Ensure that all emergency field sites have an adequate system in place for disease surveillance and that appropriate outbreak preparedness plans are in place.
Closely work with the Cluster system in responding to emergencies within South Sudan and advise GOAL Health Coordinators and ACDP on the donor and cluster priorities in relation to emergency health.
Reproductive Health

Actively participate in RH working group under the Health cluster and MOH system.
Advise and support Health Coordinator in operationalising MOH’s RH strategy within the context of the GOAL health programme.
Actively participate to contribute in revision and development of the MoH strategic direction for reproductive health.
Monitoring implementation of the RH services in GOAL Areas of Responsibility and as per the minimum standard of care.
Support the documentation of GOALs overall approach to reproductive health in south Sudan.
Health Programme Monitoring and Evaluation

Provide advice and supports M&E Coordinator on the planning and implementation of quality health and nutrition surveys.
Ensure that all relevant health data being collected (both from monitoring and surveys) is of a sufficient standard and that findings are being reviewed by the health team and used to inform programme development as required.
Review of monthly health monitoring data and ensure that relevant health staff are appropriately analysing and responding to health surveillance data coming from the field sites.
Human Resources

The Country Public Health Coordinator will be responsible for ensuring the recruitment and retention of senior health programme staff for the programme.
Responsible for the periodic performance evaluation of the programme Health Coordinators and regularly review how the Coordinators are managing their staff with a specific focus on their capacity to perform staff appraisals.
Capacity building and provide support to the health and nutrition staff on general staff management issues as well as their own technical development.
Financial Oversight

Provide advice on strategic health and nutrition donor spending to the responsible Health Coordinators.
Contribute actively in budget reviews and planning for health at a senior management level
Give strategic direction on realignment of health and nutrition budgets depending on target achievements, under and overspends and the overall need of the programmes.
Health Programme Representation

Ensure GOAL is actively represented in the Health and Nutrition meetings within Juba and at the state levels. Such meetings include: cluster, NGO Health forum, technical working groups, technical and donor workshops.
Represent GOAL at relevant donor visits and external reviews of GOALs health programmes in the field as required.
Together with the ACD Programmes attend donor meetings in Juba to update current and prospective donors on the current GOAL Health and Nutrition Programmes.
Management of the Health Cluster Co-coordinator

Ensure GOAL plays a strategic role in the health system and humanitarian response endeavour through advising and managing the health cluster Co-coordinator
Closely monitor the performance of the health cluster Co-coordinator in close collaboration with Health Cluster Coordinator and SAG
Build the capacity of the health cluster Co-coordinator
Ensure a systematic reporting mechanism is in place between GOAL and Health Cluster Co-coordinator
Person Specification

Essential Requirements

Experienced health professional with a strong public health background
Primary health related degree (such as public health, nursing, midwifery or similar) with Master in Public Health is desirable
At least 3 years of practical international humanitarian experience working in health programmes for an international NGO or equivalent experience for another organization internationally with management responsibilities.
Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
Excellent communication and training skills with track record of building/developing cohesive teams.
Good team player, flexible and capable of working with a multi-national country team.
Ability and willingness to travel to locations outside Juba and live in basic conditions.
Experience working with donors such as ECHO, DFID, USAID, UN
Desirable experience

Postgraduate study or relevant work experience in Public Health (MPH).
Have more than 3 years of international humanitarian experience
Knowledge of major donors like ECHO, OFDA, CHF etc
Previous experience in a similar role in the region.
Specific experience in community health behaviour change approaches.
