NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately NOK 140 mill. (2016). The DR Congo operation responds to populations affected by conflict and displacement in North and South Kivu provinces. Our primary areas of intervention are education, food security & livelihoods and ICLA in order provide legal assistance to individuals while building capacity of local commissions, state and customary authorities. In support of these activities we provide shelter and WASH activities to promote integrated programming, through schools construction, transitional shelters in areas of return, or water harvesting points and latrines.

We are now looking for a dedicated and experienced Security Manager (SM) to coordinate the implementation of the security systems of NRC in DR Congo.The SM leads and monitors the implementation and compliance of NRC security risk management framework, and reduces risks by seeking creative solutions for mitigation to (in order of priority): NRC staff, programs, organisation, beneficiaries and assets. The SM undertakes regular missions in the field and provides technical support and security advice to the Area Managers (AM), and Country Director identifies security conditions that are specific to the geographical areas where NRC intervenes and security factors that impede access to the beneficiaries.

The Security Manager is a member of the Country Management Group and reports to the Country Director.

Job description

  • Development and implementation of the NRC Security Management System at national level
  • Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS)
  • Ensure NRC operations in country are NRC MOSS compliant, adapts and introduces contextual relevant SOP’s and contingency plans
  • Minimize security risks to the operations of NRC
  • Provide input to country strategy on security risk related budgeting
  • Management of security staff at country office
  • Support, training, control and development of security staff
  • Communicate and cooperate with relevant external security actors
  • Provide technical assistance to AMs
  • Support the CD in assessment/analysis of politico-social-economical-security information
  • Act on the CD’s behalf in implementation of effective mitigating safety and security measures
  • Quality assure duty of care through adequate crisis management preparedness
  • Coordinate the DRC security documents consolidations (Security plan: Evacuation, medical contingency plan)
  • Prepare reports as required

Qualifications

  • Minimum 3 years of experience from working as a senior Security Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal
  • Valid driver’s license
  • Knowledge of the context in DR Congo/ region
  • Experience in very tense security context
