Job Summary

The U.S. Embassy in Harare is seeking an individual for the position of Public Health Specialist Global Fund at the Centers for Disease Control.

Description

Basic Function of Position:

  • The Public Health Specialist Global Fund is the senior lead USG public health technical advisor for Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) activities in Zimbabwe.
  • The incumbent has primary responsibility for providing comprehensive technical and administrative assistance, fiscal management and liaison services to assure co-ordination of USG GFATM-related activities in Zimbabwe.
  • In this role, the incumbent will strategically identify GFATM implementation impediments, facilitate communication among different partners, assist with capacity development for GFATM recipients, and ensure USG funds are enhancing, rather than duplicating GFATM work. The Liaison will work closely with the principal recipient (PR), and the Country Co-ordinating Mechanism (CCM) as an advisor on the implementation of strategies to effectively manage the Zimbabwe Global Fund portfolio which is approximately $90,000,000 per annum, by providing strategic logistical support to improve the ability of the CCM, its bilateral representatives and the CCM secretariat to oversee grant implementation, including the co-ordination of all ARV logistics and procurement under the GFATM.
  • The Public Health Specialist will assist the (CM to evaluate and provide resources for technical assistance needs and to identify and implement actions to strengthen GFATM resource management in consultation with other technical agencies and donors.
  • While the Liaison will report to the CDC Country Director, he/she will work across all the USG agencies.

Requirements

Qualifications Required:

  • All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Failure to submit documentary evidence for educational requirements will be grounds for disqualification. Foreigners/Non-Zimbabweans must attach work permit documentation to be considered for employment by the embassy.
  • Master’s degree in Public Administration, Business Administration, Public Policy, Public Health, or other related field.
  • Three years of progressively responsible experience in program management and/or organizational development.
  • Level four – fluent oral and written English.
  • Knowledge of Government of Zimbabwe (GOZ) relationship and history with GFATM in country; thorough working knowledge of GFATM policies and guidelines; thorough understanding of current issues associated with bilateral and multilateral relationships with the GOZ.
  • Strong leadership skills.
