Context:

The International Organization for Migration (IOM) is a dynamic and growing governmental organization, with 156 member states, committed to the principle that humane and orderly migration benefits migrants and society. Established in 1951 and now active in over 440 field locations worldwide, IOM works with partners, government and civil society to:

• Assist in meeting the operational challenges of migration and mobility

• Advance understanding of migration issues

• Encourage social and economic development through migration; and

• Uphold the human dignity and being of migrants and mobile populations

Migration Health

IOMs Migration Health programmes address the health needs of individual migrants as well as the public health needs of host communities by assisting governmental and governmental partners in the development and implementation of relevant policies and programmes. In regard to the field of migration health IOM focuses on three strategic programme areas:

1) Migration Health Assessments and Travel Assistance: Providing health assessment services to migrants and refugees on behalf of destination governments. Services include physical examination, laboratory diagnostics, vaccinations, DNA testing, and treatment of excludable conditions as per the specific guidelines of receiving governments.

2) Health Promotion and Assistance for Migrants: Providing health services that meet the specific needs of migrants and their host communities, across a wide range of priority areas

such as sexual and reproductive health and rights (SRHR); mental health; immunizations; environmental health and hygiene; outbreak preparedness; and communicable disease prevention, surveillance, and control. Furthermore, this programme area involves health promotion and education on migration health, while developing government and community capacity in identifying and responding to the healtrelated challenges of migration and population mobility.

3) Migration Health Assistance for affected Populations: Supporting governments and populations during the acute phase and in the aftermath of emergencies by managing health issues related to the mass movement of people, and arranging medical evacuation for individuals. Activities include psychosocial assistance, communicable disease control and response, and reconstruction of damaged health infrastructure.

Partnership on Health and Mobility in East and Southern Africa Phase II (PHAMESA II)

Building on nearly ten years of experience in East and southern Africa, in 2014, IOM Pretoria commenced implementation of the second phase of the year regional programme, Partnership on Health and Mobility in East and Southern Africa (PHAMESA II) with financial support from the Swedish International Development Cooperation Agency (SIDA).

Aligning to the 2008 World Health Assembly Resolution on the Health of Migrants, as well as the corresponding Operational Framework, PHAMESA IIs overall objective is to contribute to improved standard of physical, mental, and social wellbeing of migrants and migration affected populations in East and Southern Africa, enabling them to substantially contribute towards the social and economic development of their communities.

This will be achieved through four interrelated outcomes:

• Outcome 1: Improved monitoring of migrants health to inform policy and practices

• Outcome 2: Policies and legislations make provisions for the health needs and rights of migrants and migration affected communities in line with international, regional and national commitments

• Outcome 3: Migrants and migration affected communities have access and use

Sensitive Health Services in countries of origin, transit and destination

• Outcome 4: country/ sectoral partnerships and networks for effective and sustainable response to migration and health challenges in East and Southern Africa

The Programme Officer Health Services will support the implementation of outcome 3. The geographic scope of the work will primarily focus on Southern Africa, but will, on occasion also cover East Africa.

Under the direct supervision of the Regional Programme Manager for PHAMESA II, the successful candidate will serve as the Team Leader for the Migrant Sensitive Health Services Outcome of PHAMESA II and related health promotion projects that fall under the PHAMESA II umbrella.

Core Functions / Responsibilities:

Provide support, capacity building and mentorship to IOM country health promotion programmes.

Provide technical advice on migrant sensitive health services to regional, national and local partners and stakeholders.

Oversight of the implementation of the result area, including budget allocation and expenditure monitoring.

Develop, guide and communicate the strategic direction of the result area.

Ensure result area work, success and challenges are documented and disseminated.

Provide technical advice to MER systems and processes as they relate to that particular result area.

Identify resource mobilization gaps/opportunities for scaling up the interventions regionally and nationally.

Create platforms for stakeholder/partner learning.

Conduct technical presentations on IOMs migration health projects and programmes.

Serve as the country desk officer for identified number of Southern African countries, providing coordination of technical support as well as support to work planning and reporting.

Undertake regular duty travel, as necessary to attend relevant meetings, maintain initiatives within the framework of the Migration Health programme, and monitor project implementation.

Assist with the recruitment and delivery of consultants and service providers as necessary.

Facilitate project proposals and participate in fundraising activities, in particular country or regional projects.

Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with at least seven years of professional experience; or

• University degree in Medicine from an accredited academic institution plus Masters Degree in Nursing, Public Health, Health Sciences or other related fields from an accredited academic institution with five years of relevant professional experience.

Experience

• International work experience in the field of development, of which at least five years in the areas of migration health including HIV, TB, population mobility and migration, preferably in southern Africa;

• Operational experience and understanding of regional migration issues in southern Africa;

• Sound experience in health systems at different levels, community, private and public

• Experience in capacity building and mentoring at different levels

• Proven capacity and strategic vision to develop, implement and coordinate migration health programmes;

• Able to respond to project development opportunities;

• Excellent communication and negotiation skills;

• Demonstrated skills in writing, editing and reporting;

• Personal qualities include commitment, efficiency, flexibility, motivation, respect for diversity and creative thinking.

• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds

Languages

Fluency in English is required. Working knowledge of Portuguese and French is an advantage.
