Background

UNDP is a key partner to the Global Fund to fight Aids, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grants in Zimbabwe. In its role as Principal Recipient, UNDP-Zimbabwe Office is responsible for the financial and programmatic management of the GFATM grant as well as for the procurement of health and non-health products. In all areas of implementation, it provides capacity development services to relevant national institutions, sub-recipients and implementing partners. 

For the implementation of the Global Fund programme, UNDP Zimbabwe has established a Programme Management Unit (PMU) that will coordinate the implementation of the HIV/AIDs grant and provide general guidance of Global Fund rules and procedures to all Sub Recipients participating in the implementation of the projects. UNDP also ensures the effective monitoring and evaluation of the GF grant outcomes and impacts by contributing to strengthening systems that inform decision making, enhance programme learning and improvement, promote accountability for resource use, and provide timely feedback on reports, document lessons learned and best practices and dissemination.

In order to strengthen the management of the HIV/AIDS grant under Rd 8 Phase II, UNDP has created a Programme Associate position within the Project Management Unit (PMU).  UNDP is, therefore, seeking the services of a Programme Associate to support both the Program and Monitoring and Evaluation Units of the PMU for the effective management of the grant. Under the guidance and direct supervision of the Programme Officer (HIV/AIDS), the Programme Associate supports the planning, management, implementation and monitoring and evaluation of the HIV/AIDS grant and promotes a client-oriented approach consistent with UNDP rules and regulations.

Duties and Responsibilities

The Programme Associate assists the Programme and M&E Units to ensure the capacity building of partners, and provision of effective and efficient programme implementation as well as timely delivery of quality HIV/AIDS reports by:

Providing support to the Programme Unit focusing on the achievement of the following results in the HIV/AIDS Grant :

Support the Programme Officer in the planning, implementation and management of different partners implementing the HIV/AIDS programme 

  • Prepare correspondence, reports, presentations and other written materials from oral instructions and written communication;
  • Support the coordination of review meetings with partners;
  • Support the preparation of information for annual audit, annual and quarterly programmatic reports of the grant as well as end-of-grant reports;
  • Support the program officer (HIV/AIDS) to track the implementation of the DIP (including support to SRs and SSRs to prepare monthly, quarterly and annual workplans based on the DIP and monitor the timely implementation of the activities);
  • Undertake field visits to provide support and supervision as part of capacity building;
  • Undertake spot checks on approved training plans to ensure compliance, support the maintenance of a training database and participate in the assessment of the effectiveness of the trainings;
  • Support the review of quarterly and other reports submitted by SRs, document observations noted in the review provide feedback to partners and follow up to ensure their implementation;
  • Participate in the development of appropriate data collection tools and M&E templates for the grant;
  • Support partners to develop work plans and budgets, as well as prepare quarterly and annual reports for tracking program expenditures and performance;
  • Assist in responding to general inquiries from GFATM and LFA on both programme and M&E issues.

Provides administrative support to the Project focusing on achievement of the following results:

  • Ensure the creation of  requisitions in Atlas for all travel and procurement planned under the project;
  • Maintain the filing system to ensure safekeeping of confidential materials. and proper record keeping;
  • Analyse information on implementing partners and preparation of implementing partners’ profile and database;
  • Support the Programme Officer HIV/AIDS in the organization of meetings with implementing partners;
  • Assist in the development of materials for meetings, presentations and workshops;
  • Assist in the compilation, analysis, and summarizing programme  data  and generate the required charts and tables to inform decision making;
  • Performs other tasks as required.

Ensures facilitation of knowledge building and knowledge sharing in the PMU focusing   on achievement of the following results:

  • Support Organization in trainings for the operations/ projects staff on programme;
  • Synthesis of lessons learnt and best practices in programme;
  • Sound contributions to knowledge networks and communities of practice;
  • Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports.

Required Skills and Experience

Education: 

  • Secondary Education, preferably with specialized certification in Accounting and Finance;
  • University Degree in Business or Public Administration, Economics, Political or Social Sciences would be desirable, but it is not a requirement.

Experience:    

  • 6 years of relevant experience in HIV/AIDS is required;
  • Usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems;
  • Previous UNDP/GFATM experience would be an added advantage.

Language Requirements:    

  • Fluency in English with good verbal and written skills;
  • Knowledge of the national languages would be an asset.
