Background
The Parliament of Zimbabwe (PoZ) with support from the United Nations Development Programme (UNDP) is implementing a three year Multi-Donor Programme Support for Parliament and the Office of the Auditor of General , jointly funded by the European Commission, The Governmnent of Sweden and UNDP. The project will be implemented from September 2014 to December 2017.
Over recent years Zimbabwe has undergone significant political changes including the signing of a tripartite Global Political Agreement (GPA) which formed the Government of National Unity (GNU). This led to the Parliament-led Constitution- making process, which gave birth to the Constitution of Zimbabwe (2013) . Under this new constitution, the core mandate of parliament has been expanded through clauses which strengthen the legislative, representative and oversight roles of parliament.
Parliament thus plays a pivatol role in protecting the provisions laid out in the constitution and ensuring the promotion and consolidation of democractic governance in Zimbabwe.
In the current context of socio-economic decline, the PoZ faces numerous challenges in discharging its mandate. The project therefore intends to focus its support on enabling parliament to perform itscore functions for improved legislative, representative and oversight processes that promote public participation, accountability and gender equality.
The UN youth Volunteer will be based within the UNDP office in Arundel, Harare, with regular travel to the Parliament of Zimbabwe located in the CBD. The UN Youth Volunteer will support the project staff in coordinating, monitoring, reporting and managing the project implementation process and achievement of the required deliverables. The UNV will report to the programme manager on a day to day basis. UNDP, with support from the UNV has overall supervisory and administrative role over the UNV contract holder.
