The Horn, East & Central Africa Region (HECA) is one of the largest regions where Oxfam works. All ten countries in the region are currently affected by natural and/or man-made humanitarian crises, and this is having an impact on Oxfam’s role in the region. In addition to country specific Oxfam strategies in each of the 10 countries for the period 2015-2019, Oxfam also has a statement of strategic intent for the region, reflecting the key strategic priorities and objectives for the entire region. They include prevention and response to humanitarian crises; enabling women in HECA to claim their social, economic and political rights; supporting the development of civil society, and the improvement of accountable, democratic governance; and supporting the improved resilience of those with vulnerable livelihoods to climate change, insecurity and other risks. The HECA region also hosts the Pan-Africa Programme.

 

TEAM PURPOSE/BACKGROUND

 

To increase Oxfam’s program impact in the region by working closely with country and regional teams, and with affiliates, to improve program quality – providing leadership, coordination and strategic support on program design, planning, monitoring, evaluation, learning and partnership.  This role works across the spectrum of long-term development, humanitarian and influencing interventions. The role of the regional Program Quality Lead is firmly founded in Oxfam’s 2020 vision, in which Oxfam becomes a knowledge-driven organization.

 

Job dimensions

  • Professional specialist required to manage resources and implement strategy in a distinct area in order to achieve specific goals or deliver a high level specialist advisory service
  • Works with reasonable autonomy within established standards but may be required to review and make improvement
  • Problem solves within agreed parameters requiring considerable information which may be complex
  • High level strategic role requiring in depth experience in focused area of knowledge
  • Provides front line/operational advice to managers and specialists, influences decisions that can affect OI, Oxfam Confederation and Donors

 

Contract Length: Fixed term contract for 2 years.
Location: Preferred location Nairobi, Kenya or a country in Horn, East and Central Africa region
