General Description of the Programme:

GOAL has been working in Sudan since 1985. Initially GOAL’s activities in southern Sudan took the form of short term emergency interventions, but 1998, with the opening of a permanent base in Twic County, Warrap State, saw a move to longer term interventions. GOAL South Sudan currently operates programmes in Warrap State, Upper Nile State, and the Abyei Administrative Area.

GOAL South Sudan’s interventions have expanded in recent years to include a more integrated Primary Health Care approach, including, curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.

In response to the on-going humanitarian crisis in South Sudan GOAL has set up an emergency response programme in Upper Nile State. The current programme is concentrated in the 6 counties of Baliet, Akoka, Melut, Maiwut, Ulang and Longochuk and was started as a response to the influx of Internally Displaced People (IDPs) following significant fighting in the region in 2014. GOAL is currently implementing an emergency health programme which provides community health, nutrition, curative care, and water and sanitation support to conflict affected populations in Upper Nile State.

General Description of the Role

The Nutrition Coordinator takes responsibility for the planning and implementation of the nutrition component of GOAL South Sudan’s programme. This entails both development and emergency response operations, working closely with the Nutrition Coordinator to ensure the quality of programming meets GOALs requisite standards.

GOAL is looking for an enthusiastic coordinator, with proven experience of both emergency response and development interventions. Current nutrition programming is part of a wider multi-sectoral package of activities with two arms; relief operations focused on the direct implementation of CMAM as an integrated component of public health services, including SC, OTP, TSFP & IYCF and early developmental approach, focused on capacity building of CMAM for SAM, including SC, OTP, IYCF & community focused treatment and prevention of mild/moderate MN using GOALs NIPP (Nutrition Impact and Positive Practice) approach. Emergency response operations are focused around Upper Nile State (UNS) and the more longer-lasting, developmental approaches, are focused on Twic and Abyei Administrative Area (AAA), through multi-sectoral support and capacity building.

Main Responsibilities

The Country Nutrition Coordinator will work to ensure that there is good coordination and communication both internally within GOAL SS and with GOAL’s regional and Technical Structures.
In collaboration with the Senior Public Health Coordinator and Assistant Country Director Programs (ACDP), assume oversight for the planning and implementation of all nutrition activities within South Sudan.
Ensure that GOAL’s health and nutrition programing is tightly coordinated with other sectors to ensure a multi-sectoral approach is provided, thus maximising potential outcomes.
Ensure that longer-term development issues, in particular sustainability and capacity building of local partners / community, are being addressed where feasible.
Responsible for the design and oversight of the appropriate sections for proposal development/writing, budget preparation, procurement planning and recruitment of requisite staff. Verify that any new nutrition activities look to support priority needs, that they are likely to achieve the outcomes set out, and also have viable exit-strategies that have been given due consideration and are well documented.
Work with the MEAL team to ensure adequate monitoring and evaluation systems are in place for all nutrition programming to assess the quality and outcomes/impact of interventions, through surveys/ assessments and longitudinal program monitoring. Review and verify all relevant M&E data generated and provide pertinent feedback to the Senior Public Health Coordinator, providing timely updates on both the operational environment and the achievements/failures of individual project activities.
Provide consolidated updates to the Senior Public Health Coordinator and ACDP
Ensure there is a monitoring and technical support plan in place for the Nutrition Team to undertake with each of the field sites and associated staff.
Establish a standardised reporting schedule for field teams to complete and review on a monthly basis.
Provide support to the County Nutrition Coordinator to undertake tasks that will ensure and/or improve the quality of implementation. To include frequent, documented reviews of program activities.
Work with National Nutrition Coordinator to ensure initial and refresher training plans are in place for GOAL/partners involved in the implementation of program activities.
Ensure that the implementation of programme activities is in line with the Government of South Sudan’s national protocols for health/nutrition.
In conjunction with Senior Public Health Coordinator and ACDP liaise with donors, partners and coordinating bodies on strategy and operation and represent GOAL at national meetings, cultivating close relationships with donors, ministries and other key national stakeholders.
Provide strategic support to the Senior Public Health Coordinator and ACDP on the guidance of emergency nutrition programming, including viable activities, targeting, the requisite MEAL tools etc. Note: Ensure GOALs regional and Technical structures are fully informed.
Lead on the coordination of rapid nutrition assessments (including wider sectoral information as appropriate) in identified hot spot areas or areas with newly displaced communities at high risk of suffering from acute nutritional and health related stresses.
To be willing to learn and be conversant with GOAL policies and guidelines, including HR, logistics, finance, administration and security protocols. To undertake any other related tasks at the request by the CD or GOAL Dublin.
Closely monitor in-country / regional developments.
Requirements (Person Specification)

Qualified Public Health Nutritionist or Public Health specialist with nutrition expertise
Relevant MSc course in Public Health/Nutrition preferred
Minimum 3 years’ experience in emergency/development programming
Proven management/coordination experience with international organisations/agencies
Strong experience of CMAM (SC, OTP, SFP, Outreach) and community based interventions
Proven experience of writing or contributing to the generation of proposals, budgets, log-frames, Gantt charts, reporting etc.
Strong interpersonal skills and ability to effectively work in challenging contexts
Experience in liaising with government officials, other NGOs, donors and UN agencies
Willingness to travel to rural/unstable areas of South Sudan
Proven training and capacity building skills
Very enthusiastic and able to work extra hours to achieve the objectives of the programme
