Purpose of Position:

To contribute to the effectiveness of JAM South Sudan Program by designing, monitoring and evaluating the project’s effectiveness. To ensure quality Design, Monitoring and Evaluation of all JAM projects including accurate and timely project-level reporting and D M & E information management.

Major Responsibilities:

Develop and roll–out systems for planning, monitoring and evaluation to ensure that all projects attain set standards and comply with donor regulations
Design a monitoring system that will effectively track the implementation of the project and overall goal achievement,

Provide leadership in conducting baseline assessments, annual project reviews, and the mid-term, final evaluations and Operation Researches,

Oversee monitoring and evaluation activities including the context analysis, impact evaluation, LCP analysis, qualitative and quantitative analysis of program activities, output impacts and outcomes,

Design and implement a data system that enables access to information on monitoring and evaluation activities etc.

Review, develop and implement evaluation process that ensure staff, community and other stakeholders participation in planning, design, implementing, monitoring and evaluating project activities.

Synchronize project information needs, coordinate provision of technical assistance to staff on D M&E and compile project-level DM&E information for dissemination and use.

Coordinate provision of technical assistance related to design M&E frameworks, gathering and analyze M&E information as needs are identified.

Develop, Coordinate and facilitate training sessions in D M&E for staff and partners, including ensuring transfer of skills to National staff and other stakeholders.

Consolidate performance monitoring information and prepare regular reports as required,

Coordinate the organization and implementation of regular and planned project evaluation including making frequent project site visits.

Set up a joint and agreed upon information system with other stake holders and develop its community based components

Develop proposals and concept notes as needed and participate at Indicator Performance Tracking Table (IPTT) review and/or development .

Coordinate organizational capacity assessment of partners and ensure the implementation of the assessment.

Train local partners, and community volunteers on use of community based data and tools.

Facilitate and ensure timely dissemination and feedback of available data to appropriate users

Develop national program staff capacity in DM&E system

Carry any other duties assigned to you by your supervisor

Knowledge, Skills and Abilities:

The following knowledge, skills and abilities may be acquired through a formal schooling, self-education, prior experience, on the job training or combination of above:

· Master’s degree in agro-economic/development, social science, statistics or related field preferred.

· Proven experience of monitoring and evaluation of food security /livelihood and Micro Enterprise programming.

· Minimums 5 years experience of developing DM&E plan, framework and project indicators.

· At least 3 years of experience in proposal development for public donors

· Knowledge of various technical sectors of humanitarian relief and development programming such as; Food Security/Livelihood, Primary Health Care, Nutrition, HIV/AIDS, WATSAN, Education, Micro Enterprises, etc.

· A minimum of 3 years experience in monitoring and evaluation work and social research.

· Familiarity with log frame matrices, result-based management and major government and private donor DM&E frameworks.

· Considerable experience in conducting community based surveys, assessments, researches, and secondary data analysis.

· Demonstrated ability to work effectively in a diverse situation and in a team based structure.

· Good knowledge of the use of common statistical tools such as EPI INFO, SPSS or STATA and essential database management.

· Ability and willingness to pay frequent filed visits.

· Ability to write clear and concise project report and updates for a wide variety of audiences

· Written and verbal fluency in English,

· Computer literacy, EPI and SPSS preferred
