APHL Position Description

POSITION TITLE: Manager, Global Health STATUS: Full-time, Exempt LOCATION: Silver Spring, MD and Harare, Zimbabwe Position Description The Manager, Global Health (Zimbabwe) develops strategic initiatives for the APHL Zimbabwe Trust in discussion with APHL Global Health Director, CDC/Zimbabwe and Zimbabwe Ministry of Health and Child Care (MOHCC). The Manager is responsible for the design, development and implementation of the projects and activities needed to achieve the U.S. Centers for Disease Control and Prevention (CDC) in support of the President’s Emergency Plan for AIDS Relief Cooperative Agreement targets for laboratory technical assistance. Supervises the day to day activities of the APHL Zimbabwe Trust staff to assure the efficiency, effectiveness and quality of work efforts. Approves staff performance plans. Provides coaching and appraises staff performance on a standard schedule. Manages and is responsible for budgetary control of the Zimbabwe CoAg budget to assure objectives are achieved within budget and financial procedures are in compliance with federal, APHL and local requirements. Meets with CDC/Zimbabwe staff and MoHCC staff on a regular basis to report on activities, identify challenges and risks and resolve problems to assure program success.

The Manager is in Zimbabwe not less than 50% of the year and in country time is scheduled to assure availability throughout the year. Responsibilities

 Designs and develops strategic initiatives to expand the testing services referral network for HIV-related tests and proficiency testing in the referral network of 36 high HIV prevalence “scale-up” districts.

 Directs the APHL Trust staff mentors in planning and implementing operational activities to accomplish continual quality improvement of laboratory services and achieve accreditation of the provincial laboratories that receive APHL technical assistance

 Provides regular reports to and communication with CDC/Zimbabwe and MoHCC staffs on APHL activities, assessments, progress and timeline updates and finances including testing data, proficiency testing results, accreditation audits, reagent supplies, equipment operational status and financial reports in regard to the objectives for increased testing services and improved quality.

 Manage APHL interests in Zimbabwe at CDC, NGO partners and MoHCC meetings, trainings, and workshops.

 Contributes to APHL Global Health Website and Global Health SharePoint content for

 Has general oversight of APHL Global Health participation in external events such as World AIDS Day, World TB Day and professional meetings

 Writes articles for APHL publications

 Writes scopes of work for APHL consultants

 Develops and implements training; manages consultant and vendor contract reporting and manages logistical arrangements for project country activities.

 Develops RFPs, contracts and budgets for APHL consultants and vendors.

APHL Position Description

 Tracks financial activities and reports and writes corresponding reports for assigned projects

 Organizes meetings, site visits and associated travel.

 Represents the Global Health Program at meetings and conferences, and presents on cooperative agreement activities

 Other duties for program management of country program activities in other African countries as assigned.

Employment Standards Education/Experience: This is considered a career level position. Work at this level requires that incumbents possess a substantial knowledge of the principles, practices, and procedures of HIV, STD, and TB diagnostics as well as proven analytical, research and project management capabilities. Incumbents typically have a master’s degree or equivalent education, and a minimum of eight years progressive and relevant experience in the supervision or management of international health projects preferably in Africa.. A doctoral degree in public health, or biological sciences may be substituted for up to two years’ of experience.   

Knowledge of: Global HIV/AIDS issues, PEPFAR, laboratory diagnosis of infectious diseases, epidemiology and biostatistics related to infectious disease surveillance and project management. Microsoft Office, Word Perfect, PowerPoint, Access database software, email systems.

Skills: Skill in the use of Microsoft Office Suite including Word, PowerPoint, Access database software, email systems. Excellent organizational, verbal and written communication skills.

Abilities: Ability to establish working relationships with diverse groups; ability to work independently; organize work projects and complete tasks within assigned timeframes. Special Requirements: Demonstrated capability to handle multiple tasks under tight deadlines. International and domestic travel required (not less than 50%).
