Laboratory Logistics Unit Manager in various MOHCW public sector
The overall purpose of the Laboratory Logistics Unit Manager is to direct the Laboratory Logistics Unit staff to ensure the continuous supply of laboratory commodities wherever they are needed in the MOHCW public sector. The Manager will strengthen and broaden the capacity of NatPharm to manage laboratory commodities and maintain a strong working relationship with the MOHCW. The Laboratory Logistics Unit Manager: coordinates the activities of the MOHCW-Directorate of Laboratory Services(DLS) Lab Logistics Unit, supervises the staff of the Lab Logistics Unit, coordinates and participate in forecasting and quantification of laboratory commodities, manages the laboratory commodities distribution system and logistics management information system, prepares technical and status/progress reports on laboratory logistics system performance and implementation activities, works within the DLS and also works closely with Provincial laboratory Scientists (PLS) to ensure accurate data collection and timely reporting of logistics data and to conduct regular monitoring of the logistics functions at the laboratory facility level, reports periodically to the Director/ Deputy Director of Laboratory Services, other relevant MOHCW units and partners regarding equipment functionality and maintenance schedules
Description
Responsibilities/ Tasks:
Other responsibilities include but not limited to:
provides an oversight role to the Laboratory Logistics staff to ensure that they discharge their duties effectively and efficiently to meet the overall DLS strategic objectives,
works within the Directorate of Laboratory Services to develop annual work plans and reviews;
prepares laboratory commodity funding gaps and mobilize the required resources through stakeholder presentations,
works with all relevant partners to ensure that partner procurements are well co-ordinated to avoid overlaps,
oversees customs clearance of all laboratory commodities,
in collaboration with other public health sector importers/partners (including USG, UNICEF, Global Fund etc) and ensure timely arrival to NatPharm,
coordinates storage & distribution of laboratory commodities stored at NatPharm Warehouses,
monitors the timeliness and accuracy of submission of laboratory commodity orders and reports and provide feedback to facilities and to central level stakeholders,
monitors the timeliness and completeness of deliveries of laboratory commodities to facilities and provide regular feedback to NatPharm management,
develops supportive supervision plan for all facilities, work with the Data Analyst to ensure that the Pipeline database is updated on monthly basis,
generates regular stock status and logistics system progress reports to be presented to program managers, donors and other stakeholders,
conducts regular pipeline analysis and monitoring of commodity supplies at the national and facility levels,
develops and maintains collaborative working relationships with the NatPharm, PMDs, laboratory commodity donors, NGOs, NAC and other agencies,
conducts regular field monitoring and logistics supportive visits to facilities in co-ordination with PLS to appraise the management of laboratory commodity availability,
assists in conducting logistics management training and other related training and workshops, participates in various MOHCW review workshops,
serves on donor co-ordination and commodity management committees,
performs other duties as required/necessary.

Requirements
Qualifications:
Bachelor’s degree in Medical Laboratory Sciences or equivalent;
an additional qualification in Logistics is an added advantage,
six years’ progressively responsible experience in logistics management,
demonstrated experience in supervising personnel,
very good reporting and writing skills in English,
ability to conduct effective public presentations,
demonstrated skills in representation;
liaison and collaboration with government, private and non-governmental organizations,
willingness to spend extended periods of time traveling in the field, i.e, peripheral laboratory/sites facilities or sites,
demonstrated skills in word processing, use of spread sheets and email,
demonstrated knowledge of the Zimbabwe public health sector,
police clearance,
good physical and mental health
