JOB DESCRIPTION

*Position location to be determined by home country of successful candidate within a jurisdiction (country or US state) where WVI is registered to operate.

PURPOSE OF POSITION:

The position provides operational leadership and ensures execution of major initiatives in ministry and technical areas to help World Vision entities achieve quality of programming, evidence of impact, revenue acquisition and policy influence/advocacy objectives in alignment with the strategic priorities. Major initiatives include but not limited to programme information management system of WV, field transformation of sponsorship, improving alignment between WV’s funding model and programming model and setting up / managing the Technical Services Organisation (TSO). The position grows the TSO into a professional services organization by managing the operational and financial sustainability of TSO, and ensuring client satisfaction by providing timely, quality and accountable technical services. The position ensures that the TSO consultants reflect World Vision’s biases, ethos and distinctive (Christ centered, child focused and community empowering) in all their technical

consulting services. The position collaboratively works with the PL Leaders, Regional Leaders, IPG Leads and others in the analysis and design of management information and reporting that supports the Partnership’s learning and subsequent communication around the impact of World Vision’s Ministry work and its effectiveness The position manages empowers the operational leadership of different entities in the Partnership to act in seamless and mutually accountable manner to make progress on the shared objectives of growing WV’s impact, income and influence. Member of EGOLT,SET, GP Leadership Team.

KEY RESPONSIBILITIES:

Strategy:

  • Provide operational leadership for the common change agenda GFO, I&E and the IPGs to realize the vision of acting as one operation of one organisation.
  • Liaise with all key stakeholders, including SOs, RLs and various GC units in development of action plans, testing, change communication, and guidance to the implementation of global initiatives.
  • Ensure that Horizon serves as an effective tool at all levels of the organisation to plan, execute and monitor strategy and programme implementation.
  • Develop sound policy and standards recommendations for review by the PLs and IPG Leaders to improve operational efficiency and programme effectiveness.
  • Develop TSO business plan, mission and charter.
  • Implement TSO operations to deliver on service level commitments to World Vision offices.
  • Seek to grow TSO as a service delivery organization that, over time, is less dependent on WV core funding for its support.
  • Ensures TSO technical services are in alignment with parameters and standards developed by the GC sector teams and ministry leaders.

Policies, Standards and Guidance:

  • Manage O4 projects as agreed by the PLs of GFO and I&E. Initial list would include:
  • LEAP 3 change management.
  • Horizon 3
  • Sponsorship Field Transformation.
  • Consolidation Project.
  • TSO
  • Develops the TSO delivery methodology and business processes.
  • Develops and tracks engagement quality metrics and measurements.
  • Establishes operations dashboard and participates in service reviews.

Staff Capability:

  • Ensures that the field business processes of sponsorship management and programme information management are simplified.
  • Enables reduction of workload on the frontline staff through promotion of efficient mobile technology to support field based monitoring.
  • Motivates, inspires and empowers peers, employees, partners and customers to drive effective, efficient and agile TSO services and the business processes enabled by such services.
  • Establishes recruiting priorities while ensuring current employees are motivated and retained.
  • Create the job descriptions, organisational structure, competency profiles, skill profiles, and compensation plans.
  • Manages and rewards performance.
  • Ensures TSO staff, especially technical specialists receive appropriate training in project models, Horizon etc.
  • Oversee TSO staff talent development.

Innovation/Research:

  • Provides a platform for continuous innovation on field funding/operating models, efficient use of technology, etc. through O4 initiatives.
  • Creates a culture that executes the TSO function like a business (e.g., earning the right to serve, charging for services where appropriate, validating service expectations and delivery), embraces change and continual improvement.
  • Fosters new ideas and methods in response to changing requirements.
  • Ensures collaboration between TSO and GC sector teams in identifying innovative approaches.

Resource Development:

  • Enables creation of strong evidence base at every level of the Partnership that serves well in resource acquisition.
  • Develop annual business plan and sets quarterly operating targets.
  • Measures and forecasts the TSO business.
  • Ensures engagement and service delivery efforts align with TSO business plan and policies.
  • Create opportunities to recover cost of TSO through grant, project and other fee for service activities.
  • Manages surge requests and other fee-for-service opportunities.

Programme Quality/Evidence of Impact:

  • Horizon serves as an effective platform for monitoring, capturing and communicating WV’s contribution to CWB at every level of the organisation.
  • Provides effective data services to the clients.
  • Ensures goals and measurements are in alignment with the TSO business plan.
  • Ensures Sector specialists are guided by the sector strategy, standards, and project model guidance developed by the GC Sector teams.
  • Ensures that the TSO Consultants have knowledge of and commitment to WV’s distinctive (Christ centered, child focused and community empowering) and reflect them in their consulting services.
  • Ensures that the TSO consultants have knowledge and understanding of other sector practices.

Knowledge Management and Communications:

  • Ensure that Horizon data services provides access to effective learning to key stakeholder groups.
  • Creates a culture of collaboration and learning within TSO that goes beyond sector or geographic boundaries.
  • Works with GC Sector Teams to ensure learnings from TSO are captured and incorporated in sector KM processes.
  • Ensures TSO staff engage in sector CoP, including leadership of Interest and Working Groups as appropriate.

Internal Relationships:

  • Develop and nurture relationships with the RLs, SDOs, IPG Leads and other key stakeholder groups to ensure common understanding regarding all aspects of the O4 change agenda.
  • Provides staff support for the effective functioning of Ministry Representative Committee (MRC).
  • Creates a culture of accountability within TSO.
  • Works with the TSO Advisory Committee, made up of client representatives, to ensure feedback from their respective constituencies is respected.
  • Develops a trusted advisor relationship with key clients and instills this competency within the TSO.
  • Effectively communicates and forms partnerships with employees, partners and clients to improve TSO operations, support local and global initiatives, and manage expectations.
  • Creates and matures (keep current) the TSO service delivery portfolio.

External Engagement:

  • Develops relationships with professional services organisations and individuals.
  • Develops a database of external professional services and contracts as needed to meet client demands.
  • Develops relationships with partner organisations with a view to potential fee-for-service opportunities.

KNOWLEDGE, SKILLS & ABILITIES:

  • Master’s degree in international development or a related field.
  • In-depth knowledge of humanitarian, development, technical sector and advocacy related issues.
  • Sound background in people management.
  • Strong business acumen.
  • Minimum 10 years experience in a senior leadership position in humanitarian industry.
  • Experience in running a consulting organisation would be preferable.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
