Job Title : Programme Officer (Operations) – Fixed Term
Proposed Pay Level : NOA
Duty Station : Programme – Harare
Organizational Context and Role:
The United Nations World Food Programme (UN/WFP) in Zimbabwe seeks applications
from qualified candidates for its Harare Office.
Accountabilities:
Under the direct supervision of the Head of Programme and the general guidance of the
Deputy Country Director, the Programme Officer (Operations) shall perform the following
duties:
 Responsible for overall implementation of programmes at national level, ensuring
compliance with WFP policies and procedures regarding management of WFP
assistance programmes;
 Review the Country Office Standard Operating Procedures related to different
interventions and modalities as per requirements;
 Support the VAME team in the review/formulation of monitoring systems and reporting
tools; Assist in the geographical targeting of operations;
 Oversight the cooperating partner selection process, ensuring transparency efficiency;
Ensure cooperating partners’ project proposals are timely submitted to the Resource
Allocation Committee (RAC) with well justified recommendations; Ensure cooperating
partners key performance indicators are timely collected and taken into consideration in
the decision making process;
 Ensure Field Level Agreements are signed and POs raised and closed timely. Monitor
Other Operational Cost funds in WINGS and share updates on programme funds usage
and balances with recommendations;
 Follow up closely on the pipeline situation to make recommendations on programming of
resources and procurement activities required. Timely submit for approval Food/Cash
Release Notes consistent with resources available as well justified distribution plans;
 Verify the quality of programme implementation through regular field visits and meeting
and provide timely feedback;
 In collaboration with the Public Information and Reports unit, document and disseminate
best practices. Oversee preparation and dissemination of timely analytical and critical
reports including proposals for improvements in operation and scope of programmes;
 Supervise other programme staff; provide training and technical guidance in their work
including development and evaluation of individual work plans/performance;
 Other related duties as required;

Results Expected: Well prepared, analytical work; well managed projects, programmes
and/or operations. Critical Success Factors: Good analytical skills; resourcefulness,
initiative, maturity of judgement, tact, negotiating skills; ability to communicate clearly both
orally and in writing; ability to work in a team, and establish effective working relations with
persons of different national and cultural backgrounds. Ability to cope with situations which
may threaten health or safety; flexibility in accepting work assignments outside normal desk
description. Ability to deal patiently and tactfully with people of different national and cultural
backgrounds. Qualifications: University degree in one or more of the following disciplines:
economics, agriculture, international affairs, business administration, social sciences,
development studies or a field relevant to international development assistance.
Experience: At least one year of postgraduate professional experience in commerce,
development, administration or food aid support. Knowledge: Training and/or experience
utilising computers, including word processing, spreadsheet and other standard WFP
software packages and systems. General knowledge of UN system policies, rules,
regulations and procedures governing administration.
