Financial Administration Employment Opportunity

Welthungerhilfe (German Agro Action) PVO 21/2003 is leading a consortium of NGOs to improve food security and income in Midlands Province. The Organisation is inviting applications from suitably qualified and experienced people to fill the above mentioned position for its Extension and Training for Rural Agriculture (EXTRA) Project.

Responsibilities

  • Manage the Project’s financial administration;
  • Ensuring that project funds are correctly managed according to the specifications of Welthungerhilfe and co-financers; This includes: calling up finds, carrying out bank transactions, bookkeeping and budget control, preparing end-of-month accounts and prompt financial reports / the financial part of reports on expenditure of funds in cooperation with the Head of Office and the regional office;
  • ensuring that documentation of data, account assignment and bookkeeping entries are carried out correctly (WINPACCS Cashbook and Accounting);
  • ensuring costs are cleared internally within a project or between projects (correct allocation of costs);
  • preparing annual account documents in cooperation with the Head of Project and regional office or country office;
  • instructing and advising local administrative staff;
  • making purchases and awarding contracts according to the valid contract awarding regulations (Welthungerhilfe and co-financers);
  • monitoring and correctly processing relief supplies and other equipment, particularly in terms of compliance with import regulations, monitoring inventory accounting, physical inventory inspections;
  • Correctly managing project inventory and vehicle fleet, if applicable; checking reports and vouchers from partner organisations before they are captured in WINPACCS; Making compliance visits to partner organisations in consultation with the Country Office

Support the Head of Project in project administration

  • Helping Head of Project prepare or revise project / co-financing budget in terms of formal correctness;
  • Regularly informing Head of Project about the project’s financial status;
  • Helping the Head of Project with the medium-term financial planning of the project;
  • Ensuring correct personnel management within the project. This involves in particular: preparing and monitoring contractual standards for local staff

Requirements

  • Degree in Finance, Accounting or a related field;
  • At least 10 years working experience in financial administration of a consortium of NGOs Experience and working with UN Agencies;
  • Excellent report writing and communication skills;
  • Computer skills in various MS Office applications, including any project management software/application;
  • Clean class 4 driver’s licence
