JOB DESCRIPTION

World Vision Zimbabwe seeks to recruit a Grant Finance Officer for the anticipated Key Populations Investment Fund (KPIF) for the Office of the Global AIDS Coordinator and Global Health Diplomacy (OGAC). The KPIF has been established to support the scale up of key population (KP)-led community approaches to enhance and expand quality HIV/AIDS services for key populations. The purpose of KPIF ultimately is to create quality service delivery that leads to increased HIV testing, improved linkage to HIV prevention and treatment services, and viral load suppression to mitigate the HIV epidemic among key populations in Zimbabwe.KPIF will also help in addressing stigma, discrimination, and violence against these key population groups. This position is contingent upon award.

Purpose of the Position

The Grant Finance Officer will be responsible for the financial management of the (KPIF) grant from start-up through close-out. S/he ensures proper financial management, accountability, planning, and reporting in alignment with the goals of the grant, World Vision financial procedures, Department of State regulations, and the grant agreement so at to minimize incidences of any disallowed costs and/or significant expenditure variances.

Major Responsibilities:

  • Lead the development of the annual program team operating budget, monitor actual performance and develop project projections including monthly cash flow forecasting.
  • Advise program teams on resource integration options to meet match requirements of grants and on recovery of indirect and field ministry service costs for grants and private funding
  • Analyze monthly spending trends and provide feedback and analysis to team leaders and field colleagues on areas with significant over- or under spending
  • Implement financial policies in accordance with World Vision Field Financial Manual, KPIF -Department of State Rules and Regulations and local financial regulations
  • Advise the Chief of Party and SO managers, officers and key stakeholders of key grant contractual clauses, and ensure that all transactions and business processes do not violate those clauses.
  • Monitor sub grantees, if any, and ensure that they meet all conditions of the sub agreement and the general donor requirements, including timeliness of reports, quality of reports, sound business processes and adherence to own policies and procedures
  • Practice standard financial systems, including implementation of good internal controls, asset monitoring and reconciliation of all funds accounts
  • Liaise with appropriate partner offices regarding financial and accounting issues
  • Facilitate internal, external audits and implementation of audit recommendations.
  • Support/ Facilitate donor compliance visits/assessments as may be required in any grant agreement.
  • Review and/or generate financial reports for compliance with grant and donor requirements as well as WVI policies.
  • Assure that all grant policies and regulations are adhered to in the charging of cost
  • Assure that cash transactions are well planned, controlled and reported
  • Oversee preparation of financial documents and ledgers
  • Consult Chief of Party on cost allocations, general accounting, internal controls and administrative systems as required
  • Prepare close-out documentation at end of funding cycles in compliance with donor and government regulations

Knowledge and Skills:

  • A first degree in Accounting or Finance. A professional qualification such as ACCA or CIMA will be an advantage.
  • In-depth working knowledge of accounting software packages, especially Sun Systems, Vision XL, Vision Executive and Excel.
  • Must be able to work in a cross-cultural environment
  • Must be able to work with multiple deadlines and high demands
  • Ability to handle sensitive and confidential information with absolute discretion
  • At least three years of accounting and/or grants management experience
  • Three years US Government grant experience, preferably Department of State
  • Experience managing sub grantee budgets and financial reporting
  • In-depth working knowledge of Generally Accepted Accounting Principles (GAAP) and the WVI FFM.
  • In-depth working knowledge of grant accounting.
  • Knowledge of how to prepare, review, and present financial statements and financial reports.
  • Good analytical skills.
  • Ability to understand connections between financial and operational issues
