Description:

 

The Zimbabwe HIV Care and Treatment (ZHCT) mechanism will increase the availability and quality of care and treatment services for People Living with HIV (PLWHIV) primarily through community based interventions that complement the public sector as part of the multi-sectorial response led by the Government of Zimbabwe. ZHCT has two objectives; 1) to increase the availability of high quality comprehensive care and treatment services for PLWHIV at community level 2) to strengthen community level health systems to monitor, track and maintain PLWHIV in care.

 

Job Summary / Responsibilities:

 

The Finance Manager will support the Director to provide leadership, managerial and technical direction for all aspects related to finance activities.  S/he will support the provision of technical oversight for financial management capacity building within the project. The position requires close collaboration with the Director to ensure application of FHI 360 and USAID regulations and policies as well as periodic review of such policies and regulations to ensure that they continue to reflect the current donor environment, regulations and practices.

 

Duties and Responsibilities:

Finance

  • Prepare monthly financial reports for submission in accordance with FHI 360 directives.
  • Prepare pipeline reports, budgets for the project.
  • Maintain/oversee the preparation of day-to-day office accounts including the periodic review of internal control process and recommend improvements.
  • Review all budgets for compliance with USAID and FHI360 standards and accuracy.
  • Assure effective Payroll Administration.
  • Examine consultant documentation to ensure complete, timely and accurate negotiation of consultant agreements with FHI360.
  • Review of all procurement packs to ensure the meet the cost principles guidelines and are in line with FHI360 procurement guidelines
  • Prepare Bank reconciliations as well as Balance sheet accounts reconciliations
  • Review of SFRs and Grant Management
  • Assist all staff to correctly interpret and apply FHI360, USAID, and Project policies, systems, and regulations related to finance and budget management.
 

Qualifications:

Knowledge, skills and abilities:

  • Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.
  • Ability to develop effective work plan and priorities in order to meet business objectives.
  • Demonstrated expertise in building effective relationship with key internal customers and other key stakeholders.
  • Demonstrated expertise in negotiation, conflict resolution and stakeholder management.
  • Demonstrated knowledge in pricing, contracts negotiations, policies and procedures.
  • Good analytical, numerical and problem solving skills.
  • Ability to adapt easily to changing needs and patterns of work.
  • Good report writing and documentation skills.
  • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.Ability to intervene with senior staff with diplomacy and firmness.
  • Ability to travel a minimum of 25%.

Qualifications and requirements:

  • BS/BA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 7 – 9 years relevant experience.
  • Or MS/MA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 5 – 7 years relevant experience.
  • Minimum of 3 years in a supervisory role with experience in financial management and reporting.
  • Familiarity with U.S. Government grants or other client funded programs, contracting and auditing standards as they apply to effective management of multi-year funds is required.
  • CPA, ACCA or any other relevant professional qualification is required.
