OBJECTIVES OF THE PROGRAMME :
Promoting good health at key stages of life, taking into account the need to address health equity, social determinants of health and human rights, with a focus on preventing morbidity, mortality and disability from vaccine-preventable diseases through the optimum use of currently available and new vaccines.
Description of duties:
The incumbent is assigned one or more of responsibilities in one or more areas of work such as routine immunization, polio eradication, new vaccines introduction and/or surveillance, Yellow Fever, Measles and Rubella control, Meningitis control, maternal and neonatal tetanus elimination at IST level, which are performed according to the needs and priorities:

To provide guidance for development/revision of national policies, norms and standards in different areas of immunization systems support such as cold chain, vaccine management and injection safety.

To plan, budget for and implement technical assistance to countries in the area of logistics and supply chain including inter-country logistics activities.

To build national capacities in all areas of immunization systems support through development of training materials in logistics and supply chain management, supporting regional and national training and supervision including direct on-site supervision as required, creating networks of national supply chain managers and logisticians

To develop strategies and methods for planning, monitoring and evaluating immunization operations at national and district levels to include service delivery, logistics, supply chain management, equipment/infrastructure management and maintenance

To coordinate immunization logistics at different levels including support for demand forecasting for vaccines and related commodities, effective stock management; use, maintenance and replacement of vehicles.

To identify operational research needs in different areas of integrated logistics and supply chain including budgeting for the operational research projects.

To support implementation of Quality Assurance programmes, logistics and supply management as appropriate to the Programme

To encourage close collaboration at/between regional, sub-regional and country levels, including encouraging information-sharing through video-conferencing, informal consultations and, as required, inter- and/or sub-regional meetings; ensuring collection, collation ad analysis of data from countries and regular reporting on the situation of the respective programme , including the preparation and submission of annual global progress reports, development of and maintenance of up-to-date sub-regional and national databases as part of the development on new/improved tools and strategies.

As required, to collaborate on the elaboration of budgets and implementation of resource mobilization and advocacy strategies, as well as providing advice and guidance to sub-regional and national partners and reporting on projects funded by partners at the sub-regional or regional level.

To support the coordinator is the development of work plans and budgetary proposals, as required.

To perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS
Education:
Essential:
Post graduate degree in engineering and/or physical sciences; post graduate degree in logistics and Supply chain management.

Desirable:
Training in logistics and supply chain management, immunization logistics or cold chain management .

Skills:
Within the context of the Global and Regional Vaccine action plans, demonstrated technical expertise in logistics management; ability to plan, coordinate logistics and supply guidelines, analyzing programmes and adapting guidelines to respond to specific problems and needs. Proven understanding of activities such as case-based surveillance, Integrated Disease surveillance (IDSR) and International Health Regulations (IHR) as well how to achieve universal Health coverage (UHC). Proven track record in the development and implementation of norms and standards and effective reporting mechanisms and systems, and/or M&E. Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts; and to participate in resource mobilization and advocacy activities. Proven interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics. Diplomacy, tact and courtesy.

Proven ability to use standard office software packages, Conversant with common IT software including eHealth tools.

Experience:
Essential:
At least seven years’ practical experience in immunization logistics planning, reporting and training at the regional and national levels with experience in project management, analysis and databases for monitoring and evaluation purposes.

Desirable:
Experience in policy formulation, quality management, strategic and policy planning as well as facilitating consultations. Experience in implementation of national immunization programme would be an asset.

Languages:
Excellent knowledge of English and/or French with a good working knowledge of the other.
Knowledge of Portuguese is an advantage.
Additional Information:
WHO’s salaries are calculated in US dollars. They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel (for international positions only), education grant for dependent children (for international positions only), pension plan and medical insurance.

Annual salary: (Net of tax)
USD 69032 at single rate
USD 74130 with primary dependants
