Background
The Ministry of Land and Rural Resettlement (MLRR) has developed project: Support to the Ministry of Lands and Rural Resettlement 2014 to 2016 Action Plan. The main objective of the project is to assist the MLRR accelerate the rehabilitation of the land sector as a prerequisite for recovery and development of agriculture and other land based economic sectors.  The project is supported with resources from the UNDP and European Union from 2014 to 2016. The UNDP and EU are fully committed to support the critical elements of this project.  The main objective of the project is to capacitate the MLRR accelerate the rehabilitation of the land sector as a prerequisite for recovery and development of agriculture and other land based economic sectors.  The project will also support the establishment of the Zimbabwe Land Commission (ZLC), which is pivotal on the land in the country. The project will bring together partners to support the MLRR which includes the DSG to deliver on their mandates with regards the land reform. This will be catalytic in addressing the critical areas that will work towards the finalization of the outstanding issues on valuation, compensation, conflict resolution, base mapping and surveying of the resettled areas. The proposed interventions will ensure that MLRR has the capacity to monitor and track the production and productivity on agricultural land anchored on the Zimbabwe Agenda for Socio-Economic Transformation (ZIM ASSET), the MDG commitments and other national performance indicators. Project Outputs as follows:

  • Output 1: Updated database on inventories of acquired farms;
  • Output 2: Consensus based compensation mechanism in place;
  • Output 3: Adequate survey control network established;
  • Output 4:  Surveyed A2 farm units and updated land information database;
  • Output 5:  Land Information System within the Ministry strengthened, effectively managed and coordinated;
  • Output 6: Dispute Resolution Framework Developed;
  • Output 7: Land Tenure Policy Is Reviewed and Implemented;
  • Output 8: Zimbabwe Land Commission is capacitated and functional;
  • Output 9: Project management;
  • Output 10: Communications and Visibility of the project developed.

Project Context:

The former commercial farms used to have a robust cadastre supported through a geodetic database that was affected by the land redistribution as the land was parcelled out into smaller units.  To date out of the 18 000 farm units to be surveyed, only 4 700 units have been adequately surveyed since the inception of the Land Reform Program. As part of Land Administration there should be a solid cadastre and geodetic database of all parcels of acquired land and the cadastre information incorporated. The land information database which includes both cadastre and geodetic components is not up to date. The Department of Surveyor General (DSG) has not been upgraded in line with international practices in the use of new technologies that include, remote sensing, geographic information systems (GIS), global positioning systems (GPS), which would not only speed up the processes but ensure a robust and accurate land information database. The updating of maps can be done by use of satellite data with a high resolution rectified for survey purposes.

It is this context that the UNDP intends to engage a consultant(s) to develop a geodetic database and upgrading of the topographic database.   The consultant(s) will engage the MLRR, the DSG, and the UNDP, key stakeholders that include the public and private sectors especially those in the land survey areas.   

Duties and Responsibilities
Scope of Work:

Objective:

The objective of the assignment is to develop a geodetic database for the DSG in line with its mandate.  The assignment will require the training of the DSG personnel in the development, updating and maintenance of the geodetic database.

Detailed Activities:

  • Review the Department of the Surveyor General’s Topographic mapping system and products;
  • Design an appropriate Topographic Database in line with specifications provided by the Surveyor General;
  • Build and sample and populate the database to the DSG’s satisfaction;
  • Train Department of the Surveyor General  staff  in  the development, updating and maintenance of the geodetic database;
  • Supervise the DSG staff in using the system to satisfaction of the DSG.

Expected Outputs:

All deliverables such as reports, plans and other artefacts should be delivered to UNDP for onward transmission to the MLRR for acceptance and/or approval in order to reach the planned milestone and proceed to the next stage.

Inception Report: Within one week of signing the contract, the consultant shall present an inception report detailing the Assignment Work Plan. The work plan shall indicate clear timelines, a detailed approach and methodology and identified list of key stakeholders to be consulted, as well as the indicative structure of the final report;

Interim report: The Interim Report will contain the following:

  • The current status of the topographic mapping in the Surveyor General’s Office;
  • The redesigned topographic database with detailed specifications;
  • A sample of the populated topographic database;
  • A section on the training of SG staff on operations, data entry and updating and maintenance of geodetic database.

Final report

Management and Supervision:

  • The consultant(s) will be supervised by the Permanent Secretary MLRR/the Surveyor General and will be based at the DSG offices;
  • Administrative and strategic support and guidance will be provided by UNDP;
  • Through the Permanent Secretary of MLRR/the Surveyor General, the consultant(s) will ensure that the key stakeholders to the work are regularly consulted and updated on the progress of development of the assignment.

Timeframe and Duration:

The duration of the assignment is for sixty (60) days commencing January 2017 over a period of six months.

Required Skills and Experience
Education:

  • At least B.Sc. degree in land surveying with 10 or more years’ experience in the relevant field;
  • A M.Sc. degree in the related fields will be an added advantage.

Experience:

  • Should have a background in geodesy and can use GNSS/GPS technologies. Should be a registered land surveyor in Zimbabwe;
  • Should have worked in the SG at some point;
  • Should have at least 5 years experience in development of databases for Land Information Systems;
  • Well versed in database software and a good understanding of GIS;
  • Excellent verbal and written communication in English.

Language:

  • Fluent in written and spoken English.

Evaluation criteria
The Consultant will be evaluated based on qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToR. In addition, the Consultant will also be evaluated on the following methodology:

  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.

The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the Terms of Reference.
