Background

The current Country Programme Document for Zimbabwe (CPD 2016-2020) includes a pillar on inclusive growth and sustainable livelihoods which focuses strongly on addressing gender based issues such as women’s economic empowerment and gender inequality within Zimbabwe as a whole. In order for the UNDP to effectively ensure that its projects are aligned to the corporate gender requirements and the CPD, there is need for continuous capacity building of all CO staff but particularly, programme staff in gender mainstreaming. Furthermore the CO has enrolled in the UNDP CO to work towards the Gender Equality Seal certification process.
The CO requires the compilation of an updated Gender Strategy not only as part of the Gender Equality Seal (GES) requirements, but also for its daily function. A gender strategy is a document that sets out a coherent, orderly, holistic and well-grounded interventions to address identified problems. The Gender Strategy will provide direction and vision and initiate a process for monitoring and following up on the interventions. A document of this nature:
Makes it possible to advance in the political commitment that UNDP has made to gender equity;
Is informed by and prepared on the basis of the contributions and analysis of the problems detected during an assessment of the entire staff;
Has to be accompanied by an exhaustive planning exercise.
The development of an effective gender strategy will prioritize and coordinate actions for gender mainstreaming, thereby avoiding wastage from untargeted funds, actions or impacts. This will also make for a visible requirement for resources that go towards mainstreaming gender within a CO. A gender strategy should clarify that mainstreaming is not the responsibility of the person acting as a Gender Focal Point, but the entire country office and highlighting that it is a long term process.

Duties and Responsibilities

The gender mainstreaming and women’s empowerment consultant will develop the draft UNDP Country Office Gender Equality Strategy, facilitate two workshops as well as engage with focal staff members prior to the workshops to clarify the expected outcomes. The consultant required to undertake the following :
Develop the CO Gender Strategy
Undertake a general mapping of the current gender situation through a Participatory Institutional Gender Assessment (PIGA) or similar assessment tool and share these findings with the GFT;
Review and stand guided by the UNDP Gender Policy, the CPD, the CO Gender Audit and other relevant documentation;
Hold Focus Discussion Groups using a discussion guide and ensuring gender balance of those attending the groups.
Review and follow the guidelines of the Gender Strategy Preparation Guide to begin the process of developing a draft CO Gender Strategy whilst working in close conjunction with the CO Gender Focal Point.
Gender Focused Trainings
Conduct pre-consultation with the UNDP Gender Focal Team in order to determine the purpose and expected outcomes of the workshops/trainings to be held;
Develop pre and post training evaluation forms to ensure that the outcomes of the workshop/training can be documented;
Conduct workshops/trainings on Gender mainstreaming in the workplace and Women’s Empowerment in the Zimbabwean and UN Context;
The expected outputs of the assignment are:
Produce a Participatory Institutional Gender Assessment (PIGA) report as a baseline;
Develop and produce a draft Country Office Gender Strategy following the Gender Strategy Preparation Guide;
Engage with CO GFT for review the draft through a presentation. Once approved, a presentation to all staff must be held;
Engage with UNDP staff and internal committee’s to determine knowledge gaps of gender mainstreaming and why these gaps exist;
Produce an evaluation report on the two workshops/trainings based on the pre and post evaluation;
Produce 2 workshop reports highlighting the main issues raised by participants and a short overview of the outcomes and way forward.

Competencies

Strong background in development research methodologies with a specific focus on the areas of gender;
Demonstrable knowledge of facilitating and planning workshops and training of gender related issues;
Be engaging, innovative and active during presentations;
Demonstrated analytical and writing skills;
Excellent interviewing and oral skills;
Reliability and timeliness in keeping deadlines and delivering high quality products.

Required Skills and Experience

Education:
Post graduate degree in gender studies, gender and development, human rights, law, political science, sociology or related field. Master or PhD an added advantage.
Experience:
Extensive experience (at least 5 years) in the field of gender/gender mainstreaming and women empowerment working with UNDP, the United Nations, government institutions, NGO’s or private sector
Extensive knowledge of UNDP or UN operations, gender and gender mainstreaming in the UN system is an advantage.
Language:
Excellent knowledge of English, both written and spoken.

Selection criteria:
Technical Evaluation: 70% of total evaluation (maximum 70 points).
Criteria A:
Education (maximum 10 points).
Criteria B:
Experience (maximum 50 points, divided into 25 points for substantive and technical expertise in the area of Gender; in particular, with specific knowledge and experience on the Strategy Development and Gender mainstreaming Training;
10 points for experience in undertaking a general mapping of the current gender situation through a Participatory Institutional Gender Assessment (PIGA) or similar assessment tool and share these findings with the GFT;
5 points for experience within the UN system and/or inter-agency settings;
10 points for familiarity with strategy development);
Criteria C:
Language (maximum 5 points).
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between UNDP and Consultant, prior to travel and will be reimbursed. In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Should the Consultant wish to travel on a higher class he/she should do so using their own resources.
Final selection: only the candidates with the highest ranked will be selected.
Note:
Only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation.
Financial Evaluation: 30% of total evaluation (maximum 30 points).
