Background
In view of the quickly deteriorating situation on the ground as a result of El Niño induced drought,following a poor rainfall season, in Zimbabwe the cash transfer component of the crisis modifier is designed to decrease the vulnerability of communities severely affected by drought in Zimbabwe, through a cost-effective, efficient, timely, appropriate and coordinated humanitarian response in view of established humanitarian standards. The ZRBF working with selected partners will deliver a programme addressing Food Security through humanitarian Cash Transfers for selected beneficiaries during the peak of the lean season. The overall aim of the intervention is to mitigate the negative impacts of drought impacting the lives of families in worst affected areas of ZRBF’s prioritized 9 districts in Zimbabwe.

ZRBF is looking into options for rolling out the crisis modifier earlier than originally anticipated. ZRBF is therefore looking for a seasoned humanitarian consultant for coordinating and implementing the delivery of cash component interventions with strong experience in market based cash mechanisms to join the team for the period of 6 months. The consultant will work under the supervision of the Head of ZRBF PMU, and in close coordination with an international consultant support the establishment and set-up of Cash Transfer Programming as part of the ZRBF under the crisis modifier mechanism. The position requires frequent travel for providing key oversight of programme implementation, management and operations in selected districts. Training, mentoring and capacity building will form a critical part of this role.

Duties and Responsibilities
Specific Objectives of the Consultancy:

  • ·Support the design and implementation of the cash transfer component under the  ZRBF Crisis Modifier;
  • In close coordination with the International lead consultant and the ZRBF MEL team, design the M&E framework for the cash component;
  • In close coordination with ZRBF programme officer and head of ZRBF PMU, support the design and implement the operational modalities for the cash distribution component for the December 2016- April 2017;
  • Provide strategic guidance to implementing partners during implementation
  • Contribute to effective program reporting, monitoring and evaluation systems for   both internal and external use in coordination with other ZRBF staff;
  • Strong coordination with the Food and Nutrition Working group for adequate and timely support to the selected districts, including monthly cash requirement  forecasts;
  • Capturing key lessons and developing recommendations for strategies which could be employed in future RBF Crisis Modifier components;
  • Coordinate with Ministry of Public Services, Labour and Social Welfare to ensure   that the ZRBF cash activities complement the Government and other partners’ programmes;
  • Ensure compliance with UNDP, DfID and EU policies and procedures which includes  reporting requirements;
  • Identify needs and organize relevant training to meet identified needs in  collaboration with the Implementing partners;
  • Accountability to Beneficiaries: support all efforts towards accountability,  specifically to our beneficiaries and to international standards guiding;   international relief and development work, while actively engaging beneficiary   communities as equal partners in the design, monitoring and evaluation the cash   component interventions.

Expected outputs

  • A designed, well-coordinated and implemented cash transfer component under the  Crisis Modifier of the Zimbabwe Resilience Building Fund, which supports the on-  going existing efforts for humanitarian relief in Zimbabwe, while focussing on   building resilience in the selected districts;
  • A detailed work plan for the cash transfer component roll out and implementation, evaluation and lessons learned § 2 progress reports;
  • Final Report clearly articulating lessons learned and recommendations.

Required Skills and Experience

Education:

  • Masters in Humanitarian, Development or other related field of study.

Experience:

  • At least 6 years of relief and development program management experience;
  • Excellent insight in the humanitarian situation in Zimbabwe and the different response mechanisms being rolled out;
  • Experience in cash transfer and market-based relief interventions in Zimbabwe;
  • Desirable: Experience in managing DfID and EU grants and in complying with their
  • policies and requirements.

Language:

  • Excellent command of written and spoken English.

Success factors:

 

The successful consultant will combine humanitarian program management skills and experience in market based responses. S/he will have an outstanding ability to design, implement and manage cash transfer program within the current and future program structure of ZRBF. S/he will also have proven experience with cross-cultural team and capacity building, individual staff development and strong mentoring skills. S/he will possess high level of adaptability and be able to adjust to the constantly changing working environment. S/he will have previous experience in implementing large scale emergency programs in Zimbabwe. Prioritizing, problem solving, ability to seize opportunities, attention to detail and strategic vision are essential. The most successful consultant has a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations

Evaluation:

The Consultant will be evaluated based on the qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToRs. In addition, the Consultant will also be evaluated on the following methodology:

Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the Consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Technical Criteria weight: 70%.

Financial Criteria weight: 30%.

The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the ToR.

Selection Criteria:

Technical Evaluation: 70% of total evaluation (maximum 70 points):

  • Criteria A: Education (maximum 10 points);
  • Criteria B: Experience (maximum 50 points, divided into 40 points for substantive and technical experience in development research with specialization in environmental studies, climate change and/or human development, 10 points for working experience with international development organizations particularly on human development/MDG reports or similar reports
  • Criteria C: Language (maximum 10 points).

Final selection: Only the candidate with the highest ranked will be selected.

Note:

Only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation.
