Implementation Research Expert, Harare, Zimbabwe

The Maternal and Child Health Integrated Program (MCHIP), a U.S. Agency for International Development (USAID)-funded technical assistance project that is managed in Zimbabwe by John Snow, Inc. (JSI), is recruiting for a Monitoring & Evaluation/Implementation Research Expert. MCHIP/Zimbabwe supports the Government of Zimbabwe Ministry of Health and Child Welfare (MOHCW) in improving maternal, newborn, and child health at national, provincial, and district levels.

Responsibilities of the Implementation Research Expert

MCHIP is currently recruiting for an M&E/Implementation Research Expert who will manage and oversee the monitoring and reporting on all project activities and results. The position is answerable to MCHIP/Zimbabwe Country Director and/or Deputy Director. The candidate will be based in Harare with up to 20% travel outside of Harare.

Key functions will include:

  • 1) Developing, implementing and updating the project’s Performance Monitoring Plan and supporting databases;
  • 2) Compiling project results for regular reports to USAID, MCHIP HQ, MOHCW;
  • 3) Working with MCHIP headquarters, the MOHCW and other project partners to design and test assessment, baseline survey, routine data collection, and action research protocols;
  • 4) Conducting/ supervising data entry, cleaning, analysis and write reports and manuscripts for presentation/publication;
  • 5) Supervising baseline, formative and routine data collection;
  • 6) Working closely with the MOHCW to ensure that key MNCH indicators are being collected at all levels of the health system;
  • 7) Ensuring data quality and teaching data quality self assessment techniques;
  • 8) Organizing annual program reviews at national level;
  • 9) Developing the M&E capacity of project and partner staff;
  • 10)Working closely with the SMT, local team, MCHIP HQ, and USAID to ensure that all aspects of program strategy, design, planning, implementation, and monitoring are technically sound and uphold the standards of good public health;
  • 11) Supporting management (schedule, prepare for and facilitate, as needed) of periodic program planning and reviews with the MCHIP country team USAID, MCHIP HQ, MOHCW and other partners.

QUALIFICATIONS

  • Public health professional with advanced degree or equivalent combination of training and experience.
  • 10+ years experience in the design and implementation of monitoring and evaluation of programmes for donor funded projects within the Southern African region.
  • Formal training and prior experience in the Monitoring, Evaluation and Reporting for Programs under USAID funded programs.
  • Experience in programme evaluation and impact evaluation.
  • Experience in research and publication in peer reviewed journals.
  • Ability to organize and work with teams to produce high quality project deliverables on time and according to budget.
  • Ability to steer a project based on results.
  • Excellent interpersonal and written communication skills, particularly as related to report writing and program presentations.
  • Ability to work in culturally and linguistically diverse settings.
  • Written and verbal fluency in English.
  • Supportive and empowering management and supervisory style.
  • Proficiency with MS Office Suite, with excellent MS Word, Excel and Power Point skills, and familiarity with database and statistical analysis packages commonly used in public health programs, e.g., SPSS, Access, Epi Info, STATA, or others.
