The Norwegian Refugee Council is looking for an Humanitarian Access and Community Protection Manager (HA&CPM) in the Central African Republic.

The activities of NRC in CAR include five of NRC’s core competencies: ICLA, Education, Food Security, WASH and Shelter, across four prefectures. NRC also maintains a rapid, integrated emergency response capacity. In 2016, NRC aims to assist 110,000 persons affected by displacement in CAR

The HA&CPM reports to Head of Programme, CAR.

Job description

  • Line management for Humanitarian Access staff and Community Protection staff
  • Adherence to NRC policies, guidance and procedures
  • Develop an Access and Community Protection strategy and work plans for NRC CAR
  • Technical support to the implementation of Access and Community Protection work plans
  • Support the Core Competencies and M&E departments with developing minimum standards and tools for monitoring in hard to Access and Community Protection areas
  • Define and Implement technical direction and ensure high technical quality of Access components and Community protection projects
  • Provide regular reports on relevant context shifts and conflict trend analysis
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Provide area-based access analysis based on programmatic demands
  • Support the facilitation of access coordination groups which NRC participates in
  • Draw up a professional development plan and give guidance and feedback to staff on access analysis
  • Identify and provide relevant trainings on humanitarian access, including negotiations and humanitarian principles
  • Budget and administrative responsibility for community protection project
  • Prepare applications, budgets and reports to relevant donors in accordance with deadlines and guidelines given by HoP and the applicable donor;
  • Together with the Area Managers ensure the alignment of Access and community protection project interventions/activities amongst the different field teams and if necessary support the development of common guidelines and SOPs.

Qualifications

  • Minimum 3 years of experience from a senior level analyst position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical expertise on humanitarian access
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal
  • Valid driver’s license Context related skills, knowledge and experience
  • Knowledge of the context in CAR
  • Strong interpersonal skills, including capacities to negotiate with non-government stakeholders
