HIV Surveillance Officer (HSO) – AIDS and TB Unit, Zimbabwe
Zimbabwe Full-Time
Under the guidance of the Monitoring and Evaluation (M&E) Coordinator seconded within the AIDS and TB Unit of the Ministry of Health and Child Care, and in close liaison with M&E Officers and Program Managers within the Unit, the HSO will support the implementation of high-quality, comprehensive, and robust HIV Prevention, Care, and Treatment programs in Zimbabwe through the implementation of surveys and surveillance activities for the MOHCC’s TB/HIV programs.
This position is grant funded.

MAJOR RESPONSIBILITIES
The roles and responsibilities for the HSO shall include, but are not limited to the following:
- In consultation with the MEC, participate in the development of integrated HIV/AIDS/STI/TB surveillance systems in Zimbabwe
- In consultation with the Strategic Information Coordinator, coordinate the timing and implementation of the AIDS and TB Unit’s priority surveillance systems
- Support the data needs for international reporting and program planning required by the in-country PEPFAR team and the Global Fund, as well as other donor agencies
- Provide logistical support for conducting stakeholder’s meetings for the purposes of designing TB, HIV/AIDS, and STI surveillance systems, including developing protocols and related standard operating procedures ( SOPs) and providing training of sentinel site staff
- Ensure timely tracking of routine data collection efforts for purposes of surveillance
- Provide support and supervision for routine surveillance systems
- Assists in data analysis and report writing for all surveillance systems
EDUCATION
- Master’s degree or equivalent in Epidemiology, Biostatistics, Health Informatics, Public Health, or related field
EXPERIENCE, SKILLS, AND MINIMUM QUALIFICATIONS
- 7+ years of experience in designing and implementing surveys and surveillance activities for National Health Programs or rereputable international organizations, particularly in the area of HIV/AIDS
- Experience conducting surveillance, surveys, and operations research
- Sound knowledge of the national systems, procedures, and linkages with major funding partners, such as PEPFAR and the Global Fund
- Experience in developing and implementing evaluation projects, including developing protocols, standard operating procedures, and questionnaires and data collection tools.
- Strong quantitative data management and analysis skills, including demonstrated experience with statistical analysis using such programs as Epi info, Stella, SAS, SPSS, & STATA
- Experience conducting qualitative data collection (i.e., key informant interviews) and analyses using Computer Aided Qualitative Data Analysis Software packages – experience with Atlas.ti, preferred
- Experience with electronic data collection tools such as DHIS 2 and Survey CTO
- Good written and verbal communications skills in English; ability to interact professionally in English
- Strong organizational and project management skills
