General Description of the Programme:

GOAL has been delivering both humanitarian and development programmes in South Sudan since 1985. Currently GOAL is operating across eight counties in South Sudan. In response to the on-going humanitarian crisis GOAL has set up an emergency response programme in Upper Nile State in Melut, Akoka, Baliet, Ulang, Maiwut and Longochuk Counties, the programme was initially started as a response to the influx of Internally Displaced People (IDPs) following significant fighting in the region since December 2013. GOAL is currently implementing an emergency health programme which provides community health, nutrition, curative care, and water and sanitation support to conflict affected populations in Upper Nile State. GOAL expects the programme to scale up significantly in the coming months as the situation evolves and it is essential that the emergency health programme continues to meet the needs of those who are affected by conflict in the state.

GOAL works closely with SS Health Cluster and ensures that its emergency programming is aligned with the cluster priorities, GOAL submits its health Strategic Response Plan (SRP) to the cluster and is an active member in the Health cluster through contributing to cluster activities: cluster meetings, cluster priority settings and reviews, review of SRPs and review of CHF grants applications as part of the Health Cluster Peer Review Committee.

Overview of the Role:

The main purpose of this role is to co-lead the Health Cluster under the leadership of the South Sudan Health Cluster Coordinator (WHO). Its main objective is to assist with coordination and communication between health stakeholders in South Sudan (MoH, RSS, NGOs, UN agencies, WHO, Donors, etc.). With over 140 NGOs in health (Health Matrix 2011) and significant emergencies in South Sudan, coordination needs for preparedness and response remain intensive hence the call for a full time dedicated post.

Main Responsibilities:

The main purpose of this role within South Sudan is to provide substantial assistance in the implementation of inclusive, field-level humanitarian coordination mechanisms, including liaison with relevant UN operational agencies, NGOs, and local authorities. This post is the health focal point for the cluster system: Responsibilities include:

Assist in the regular monitoring and analysis of developments in South Sudan and support the preparation of analytical reports highlighting social, political, humanitarian and other relevant factors affecting the overall humanitarian situation.
Liaise with humanitarian partners on the collection of information to effectively map areas of humanitarian needs and response activities in support of coordination efforts; and track information required for early warning of potential conflict and conflict-related vulnerability.
Draft and prepare regular situation papers/reports highlighting relevant operational factors affecting the humanitarian situation and response efforts.
Monitor humanitarian risks to ensure that the various contingency plans are consistent and well-coordinated including availability of resources.
Support inter-agency contingency planning.
Support advocacy initiatives on issues impacting humanitarian needs and response efforts through the collection of information, liaison with humanitarian partners, government officials, and media, development of appropriate strategies, etc.
Participate in the development of the health section of the Consolidated Appeal (CAP); support the cluster defense and participate in prioritization of projects to be funded through the CHF.
Facilitate / participate in interagency assessment missions to build consensus on sector and geographic priorities.
Provide substantial support to sector / cluster working groups as required and facilitate exchange on cross cutting issues.
Facilitate substantive linkages between emergency response, preparedness/ prevention, rehabilitation and ongoing recovery programmes as well as with other related areas such as peace building, human rights, etc.
Assist in coordinating medical evacuations of critical patients; including informing the decision of whether or not to evacuate
Requirements:

Medical Doctor or Nursing qualification required, Master’s degree in public health or similar desirable
Previous work experience in a coordination role, and experience in the cluster system.
Previous work experience with an international NGO in Africa
Previous experience working in South Sudan
Proficiency in English language required.
