Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. Organizational Context

The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Zone Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA). The Africa Zone Business Group is organized through regional representations covering the National Societies in Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as country representations in Ethiopia, Sudan, Republic of South Sudan, Chad, Niger, Somalia and Zimbabwe.

Job Purpose

To manage and coordinate the accounting functions in line with Federation procedures and policies in a coordinated fashion to compliment the delivery of administrative and financial support to all delegation departments.

Job Duties and Responsibilities

  • Receipts into and payments out of petty cash, including ensuring that all transactions are correctly authorized and fully documented
  • Preparation of daily journal vouchers for both receipts and payments
  • Daily cash count and reconciliation to journal balances
  • Maintain cash books on a daily basis.
  • Ensure all cheque requests are checked by Finance and admin Manager SARO office and approved by the Cluster head
  • Prepare bank journal and ensure all supporting documentation are attached
  • Present cheques for signature and pass signed cheques to concerned person.
  • Ensure receipted copy of cheque is attached to bank journal
  • Prepare VAT claims on a monthly basis.
  • Daily data input into CODA system and filing of CODA documents
  • Ensure document are authorized by Finance &Admin Manager before input into CODA
  • Current month originals to be filed according to IFRC standard filing system
  • After month end closure, ensure that all originals are copied and filed to the same system for retention within the delegation.
  • Ensure that originals are securely packaged/labelled, and sent to Nairobi on a timely basis
  • Assist with preparation and coding of journals where necessary
  • Review outstanding balances on a monthly basis, in conjunction with Cluster Finance and Admin Manager
  • Prepare requisitions for stationary for the office.
  • Verify accounting coding on payment requests and cash/bank journals
  • Preparation of bank instructions for signature, (e.g. Bank drafts, bank transfers, etc)
  • Assist Admin Assistant in providing hard currency service, including USD petty cash transactions, hard currency cash counts and reconciliation to journal balances.
  • Delegation Accounting system maintenance (CODA)
  • Supervision of data entry by cashier, including verification of correct coding, dates and description
  • Checking CODA system balances to supporting documents (balance sheet accounts)
  • Responsible for daily and weekly system back ups
  • Preparation of monthly bank reconciliations, including posting of bank charges and other adjusting items.
  • Work with Regional Delegation staff to ensure correct preparation and coding of working advance reports
  • Verify CODA balances to working advance reports
  • Monitor and follow up on outstanding advances to ensure timely reporting and clearing
  • Prepare monthly supplementary service agreement invoices for submission to GVA.
  • Review/reconciliation of balance sheet accounts
  • Preparation of accruals and provisions
  • Support Cluster Finance & Admin manager in assisting programme and functional managers to prepare budgets with particular responsibility to developing Fed budgets.
  • On behalf of the Delegation, maintain good public relations with the Ministry of Foreign Affairs, Immigration service providers and landlords and the National Society.
  • Prepare and submit timely the paper work required to accredit PNS delegates to the Ministry of Foreign Affairs, Zimbabwe and ensure renewal of the accreditation when they are due.
  • Ensure that all houses leased by the IFRC for the PNS are equipped according to the standards list, properly maintained and identify the responsibility for the maintenance as between the Landlord and the delegate himself/herself. Ensure that lease agreements both for the office and PNS houses are renewed and rent payments done on time.
  • To ensure effective processing of visa requests for delegation staff and visitors either direct with embassies or through travel agent with respective note verbal.
  • Ensure the booking of flights, transport arrangements for PNS delegates and their visitors and ensure proper project cost coding for the PNS.
  • Establish and ensure effective working relationships with PNSs
  • Overall seeing of all the administration duties of the IFRC office in Harare in the absence of head of office and timeously reporting to the Acting SAMCO Representatives and SFO in SARO.
  • Coordination with the Regional Fleet Officer in booking of his flights for his missions in the region and liaising with logistics requirements for the PNS.
  • Maintain an up-to-date fixed asset listing .
  • Any other tasks assigned by the Finance and Administration Manager as required

 

 

 

Education

ZAAT /FBS/Accounts Diploma or any appropriate professional qualification in Finance.
Appropriate computer knowledge related to Finance.    
     

Experience

At least 5 years’ experience in finance/accounts.

Knowledge, skills and languages

Competent in Financial Control and reporting at all levels

Experience of working with the Red Cross or with another

humanitarian organization an added advantage

Competencies and values
