We are currently seeking qualified candidates for the position of: Senior Human Resources and Administration Officer (Zimbabwe HIV Care and Treatment Program)

Description

The Zimbabwe HIV Care and Treatment (ZHCT) mechanism will increase the availability and quality of care and treatment services for People Living with HIV (PLWHIV) primarily through community based interventions that complement the public sector as part of the multi-sectorial response led by the Government of Zimbabwe. ZHCT has two objectives; 1) to increase the availability of high quality comprehensive care and treatment services for PLWHIV at community level 2) to strengthen community level health systems to monitor, track and maintain PLWHIV in care.

Job Summary / Responsibilities

The Senior Human Resources and Administration Officer, ZHCT will be in Harare Office reporting to the Director of Finance and Operations. S/He will assist in providing comprehensive HR and administrative services to ZHCT national and provincial staff. S/He will oversee the co-ordination and management of human resources, administrative and logistical support and provides supervision to the Administration and Human Resources team in national office, which includes Administration Officer and HR Officer.

Duties and responsibilities

  • Assist the Director of Finance and Operations to strengthen and maintain ZHCT administrative management policies, guidelines and manuals.
  • Provide technical leadership to the Human Resources (HR) and Administration Team for functional areas
  • Assist the Director of Finance and Operations to strengthen and maintain internal control systems
  • Oversee and coordinate all administrative, logistical and HR support services for ZHCT project staff and offices through the following;

Procurement process and system management

  • Ensure full compliance of procurement activities with FHI360 organization policies and donor regulations (e.g. USAID rules and regulations).
  • Ensure timely preparation of monthly, quarterly and annual project procurement plans and monitor implementation.
  • Set up procurement processes, monitoring systems and mechanisms to eliminate deficiencies in procurement processes.
  • Review and verify all purchase orders for goods and contract services
  • Manage the filing of project documents (reports – quarterly, annual and other relevant documents in the ZHCT Harare Central file system and ensure confidentiality of project documents and information.
  • Plan organize and lead the bid solicitation processes including drafting and issuing request for quotes, developing bid evaluation criteria and guiding clients on processes

Human Resources

  • Coordinate FHI 360’s recruitment process and work with team members to ensure a smooth process flow from identification of a vacancy to the filling of that vacancy.
  • Develop new or enhance existing HR processes and procedures in consultation with Management and regional HR Partner.
  • Develop new position descriptions and maintain all job descriptions for the office.
  • Ensure conformity with recruitment requirements and compliance with the rules and regulations.
  • Coach and mentor on HR functions, to include assessing and identifying development opportunities that strengthens HR’s role in the organization.
  • Maintain a thorough awareness of developments in labor laws and legislations and advise management accordingly.
  • Plan, organize and oversee the multi-functional provisions of human resources support to FHI 360 Zimbabwe including recruitment, performance management, payroll, employee relations, employee benefits administration, compensation, HRIS
  • Ensure day-to-day operations of HR-related functions are addressed in a timely, efficient, and proactive manner.

Travel and Conference Management

  • Management of travel coordination in accordance with FHI360 policies and procedures
  • Facilitating efficient coordination of conferences, workshops, meetings in accordance with FHI360 policies and procedures

Asset and Inventory Management

  • Monitor and track project asset inventories
  • Direct and supervise stockroom management practices to ensure no overstocking and losses
  • Identify office needs and facilitating provision of supplies for the needs

Fleet management

  • Ensure efficient usage of FHI360 fleet (vehicles, motorcycles, bicycles)

Facility Management

  • Oversee office and facilities management, including coordinating equipment purchases and maintenance, vendor accounts management and coordination with co-tenants/landlord;
  • Oversee the monitoring of utilities accounts on a monthly basis.
  • Liaise with the different landlords for ZHCT -rented properties. Maintain lease agreements, rentals tracking schedule and individual rental invoices

Perform other duties as assigned

Qualifications

  • BS/BA degree in Business Administration, Social Sciences or its recognized equivalent with 5 – 7 years of relevant experience.
  • Or MS/MA degree in Business Administration, Social Sciences or its recognized equivalent, and 3 – 5 years’ relevant experience.
  • Minimum of 2 years’ supervisory experience.
  • Excellent analytical, interpersonal and computer (Excel and spreadsheet) skills are required.
  • Demonstrated success in multicultural environments is required.
  • Experience of HR in the not-for-profit sector is an advantage.
  • Familiarity with donor-funded human resources, procurement rules and regulations (particularly experience with USAID procurement regulations) is required.
