Project Summary:
The Zimbabwe HIV Care and Treatment (ZHCT) mechanism will increase the availability and quality of care and treatment services for People Living with HIV (PLWHIV) primarily through community based interventions that complement the public sector as part of the multi-sectorial response led by the Government of Zimbabwe. ZHCT has two objectives; 1) to increase the availability of high quality comprehensive care and treatment services for PLWHIV at community level 2) to strengthen community level health systems to monitor, track and maintain PLWHIV in care.
Job Summary / Responsibilities:
Position Summary :
The District Team Leader leads the operations of ZHCT project in close consultation and collaboration with the MoHCC District Health Executive in the assigned sites. S/he works closely with the District Nursing Officer (DNO) is accountable for prudent use of all resources entrusted with FHI 360 and its partners in the assigned district.
Key Responsibilities:
- Develop district annual work plans in liaison with the ZHCT provincial team, Country Office technical team and relevant stakeholders.
- Following FHI360 policies and guidelines, provide overall supervision for all ZHCT district office staff and ensure compliance with technical, programmatic, contractual and financial requirements.
- Act as FHI360 focal person at district level and is responsible for coordination and collaboration with other partners on project activities.
- Conduct community mobilization, demand creation and facilitate the formation and strengthening of community ART refill groups (CARGs) and support groups.
- Work closely with MOHCC site nurses and community based health workers in defaulter identification, tracking and tracing.
- Review periodic programmatic and financial reports submitted by district ZHCT staff and produce a consolidated district report for submission to the provincial office.
- Verify all collected and reported data through checking source documents against reports to ensure data integrity, validity and accuracy.
- Strengthen the M&E capacity of the district team and support documentation of lessons learnt, experiences and innovations developed during project implementation at District level.
- Conduct project site monitoring visits as necessary.
- Perform any other duties as assigned by the supervisor.
Qualifications:
Knowledge & Skills:
- Extensive knowledge of HIV prevention, treatment and care programming in Zimbabwe.
- Basic accounting, financial management and report writing skills.
- Working knowledge of USAID policies and reporting requirements.
- Proven ability to coordinate a multi-sectoral development project.
- Excellent community mobilization, advocacy and interpersonal skills.
- Ability to organize systems to monitor administrative and implementation results.
- Interact with diplomacy and tact and follow-up on requests in timely and efficient manner.
- Excellent written, oral and interpersonal communication skills.
- Ability to plan and prioritize own work under tight deadlines, as well as to work on own initiative and as a member of a team.
- Ability to travel a minimum of 25%.
- Computer literacy (a must)
Required Qualifications and Requirements:
- Bachelor Science in Nursing/ Diploma in Nursing and Certificate in HIV rapid testing. Post basic qualification in community health nursing will be an added advantage.
- At least 3 years working experience at District level.
- Sound knowledge and experience in M&E (including use of statistical software and other relevant computer programs) is a must.
- Registration with the Nurses Council of Zimbabwe.
- License to practice in Zimbabwe
- Proficiency in English and relevant local language (Shona, Ndebele)
- Knowledge of community health practices and general medical ethics
- Clean Class 4 driver’s license will be an added advantage
