FCA has been active in South Sudan since 2010 where it has implemented – right to education; right to peace and right to livelihood interventions, directly and together with its National Partners in the remote and deprived areas of the country.

For the implementation of an ECHO funded project in South Sudan, FCA is looking for an experienced Project Manager (PM), fully acquainted with the procedures of ECHO. The position is based in Juba with frequent field trips to Fangak County.

The Project Manager will be in charge of coordinating the implementation of the project activities. In particular her/his main tasks and responsibilities will:

• Ensure coordination in Fangak and Juba, with respective clusters and all other local and international actors, including implementing partners; this includes: implementation of the MoU signed with the National Partner stating roles tasks and responsibilities of both parties; Managing the day to day relationship with the local partner in compliance with the agreed MoU
• Providing the National Partner with the narrative, financial and Experts’ reports before sending them to the donor;
• Security and Coordination. The PM will attend coordination meetings with clusters and INGOs respectively and, define security rules for project staff (local and expat) in accordance with the security recommendation provided by the National Partner, Country Manager and cluster Security Advises;
• Prepare detailed planning and reporting of ECHO activities;
• Coordinate administrative and financial matters related to ECHO activities with the team in Juba;
• Manage the operations addressing any controversial issue that may arise during the implementation of the project;
• Represent FCA in all matters regarding DG ECHO and manage donor relations around the project in cooperation with the Country Manager including undertaking discussions and negotiations with ECHO;
• Undertake frequent monitoring and evaluation visits to the project area. Report on any unmet needs and gaps and take corrective action upon them;
• Ensure that all DG ECHO guidelines and regulations are adhered to;
• Ensure capacity building, coaching and mentoring of partners and team members.
• Should contribute in developing the follow up proposal/s to DG ECHO.
• Comply with FCA policies and practice with respect to Child protection and other relevant policies and guidelines;

Competence and Personal Requirements:

• The ideal candidate holds a university degree in development studies or related field, or equivalent work experience in the same field;
• Minimum 3 years demonstrated experience in project management at senior level, of which at least one successful assignment in a hardship emergency context;
• Experience in managing ECHO projects, and cash based programmes is an asset;
• Significant experience in education, child protection, public awareness, humanitarian affairs, and human rights;
• Detailed knowledge and understanding of right-based-approach and international child protection standards;
• Past experience with participatory approaches to education, emergency preparedness, crisis/emergency relief management, needs assessments, DRR or other related area.
• Good computer skills (including design of simple data base)
• Perfect Command of spoken and written English.
• Experience in the region of potential assignment is preferable.

One year fixed-term contract will be offered (with four month probation period), contract is subject to the agreement signature of ECHO funding. The compensation is based on FCA Compensation System and depends on prior work experience. Monthly salary includes adverse working conditions allowance. The position is a no-family post, and accommodation might be co-housing.
