The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France, with regional and country offices in Africa, Asia Pacific, Europe, Latin America, North America and South-East Asia regions. Its mission is to bring innovation, expertise, solutions and support to address health challenges in low- and middle-income populations. With nearly 15,000 members and subscribers from 152 countries, The Union’s scientific departments focus on tuberculosis, HIV, tobacco control, lung health and non-communicable diseases, and research. Each department engages in research, provides technical assistance and offers training and other capacity-building activities leading to health solutions for the poor.

The Union provides technical assistance to the National Tuberculosis Program (NTP) within the National AIDS and TB Unit of the Ministry of Health and Child Welfare (MOH&CW) in Zimbabwe.

Vacancy

To fulfil its mission, The Union is recruiting for a Director based in Harare, Zimbabwe

Overall Role: Reporting to the Director, Department of Tuberculosis and HIV, the Director shall have overall responsibility to develop and lead the provision of an annual technical assistance package from The Union to the National Tuberculosis Program. The Director will serve as the primary technical liaison with the National Tuberculosis Program (NTP) within the National AIDS and TB Unit of the Ministry of Health and Child Welfare, the USAID Mission to Zimbabwe, and other TB CARE I and PEPFAR partners in the country and internationally.

Main Responsibilities:

Leadership • Develop and maintain a coherent country programme strategy that contributes to the objectives of The Union / Department of Tuberculosis and HIV. • Coordinate and manage the overall planning and direction of the Department of Tuberculosis and HIV’s operations in Zimbabwe. • Provide overall technical management of the TB CARE I and PEPFAR and other programs that The Union may in the future be involved with in Zimbabwe in collaboration with the NTP, NAP and the MoH&CW, and direction on strategic and tactical implementation of program goals, including the development of annual operational plans, and writing of internal and external project reports. • Manage staff effectively, including appropriate and systematic delegation. • Create a shared vision, among the staff of The Union Zimbabwe Office, of The Union’s programme’s aims and their role in achieving these.

Programme Development • Develop and secure funding for new programmes based on identified needs. • Ensure that donor proposals and budgets are prepared to a high standard and submitted on time, and that technical inputs are effectively coordinated. • Develop and maintain productive working relationships with donors and undertake all in-country negotiation related to programming and contracts.

Programme Management • Oversee timely implementation of TB CARE I and PEPFAR activities and other programs that The Union may in the future be involved with at the national, provincial, district, city, and facility levels, ensuring that all activities are satisfactorily implemented, and that they adequately address the needs of TB control in Zimbabwe. • Lead the development of annual plans and budgets for the TB CARE I and PEPFAR programs in Zimbabwe, in close collaboration with the NTP, NAP, the USAID Mission to Zimbabwe, and other TB CARE I and PEPFAR partners, and ensure that all plans are complementary to and synergistic with plans to be carried out through other funding sources, such as the Global Fund to Fight AIDS, Tuberculosis and Malaria (GF). • Ensure timely data collection, collation, analysis, and submission of key reports including monthly, quarterly and annual reports for submission to key partners and supporters; • Support and conduct the supervision, monitoring and evaluation of all TB CARE I and PEPFAR activities with close coordination with the NTP and NAP. • Facilitate and monitor TB CARE I and PEPFAR supported training, post-training follow-up, supervision, and on-site technical assistance in liaison with the NTP, NAP and the MoH&CW to ensure development of local capacity to strengthen TB control and related services; • Ensure that projects remain within the plan and budget and prepare any amendments when necessary. • Support field sites in the fulfilment of their duties according to programme design. • Ensure there is a regular, documented forum / meeting for all key staff to discuss and plan programme objectives and plans.

Representation • Represent The Union to local and national authorities, international donors, and international, national and local non-governmental organisations (NGOs). • Serve as the primary technical and scientific liaison and contact person for the TB CARE I and PEPFAR program in Zimbabwe, and maintain verbal and written communication and consultation with all partners. • Contribute towards the dissemination of The Union’s health work through publications (general, health sector, academic) in consultation with the Director of TB/HIV and Communications Unit at The Union headquarters.

Other: • Participate in the recruitment and supervision of TB CARE I and PEPFAR staff in Zimbabwe. • Assist in all activities that are directly or indirectly related to achievement of the NTP and NAP objectives. • Participate in relevant meetings organised by the MoH&CW, The Union, TB CARE I and PEPFAR partners or USAID. • Perform any other duties assigned by The Union or the Director, Department of TB/HIV, and other duties that may be required for successful management and implementation of TB CARE I and PEPFAR program activities, as well as any new projects that The Union may be involved with in Zimbabwe.

Qualifications: • Medical professional doctor with a post graduate qualification in public health or other relevant degree. • Minimum 10 years’ professional experience in programme management and healthcare, preferably in TB/HIV. • Significant experience in programme sustainability and capacity building, project monitoring and evaluation. • Proven capabilities in leadership, management and programme development. • Strong skills in negotiation, interpersonal and organisation skills. • Ability to relate to and motivate staff effectively. • Comprehensive knowledge and experience with donor agencies such as USAID and other donors, and with governmental health systems. • Excellent skills in written and spoken English. • Willingness and ability to travel in all the districts in Zimbabwe and outside the country if necessary. • Identifies with The Union’s vision and mission, and core values Quality, Accountability, Independence and Solidarity.
