Grade:   FSN-10 (US$34,772 – US$50,422 basic salary grade range)

BASIC DESCRIPTION OF THE POSITION: Career in Zimbabwe

Career in Zimbabwe, The incumbent serves as principal advisor on human resource and personnel management issues for USAID/Zimbabwe.  In this capacity, s/he implements, directs, and performs functions of the Human Resource section which provides personnel services to American and locally employed staff (LES) assigned to the Mission, to include US and Third Country National (US/TCN) Personal Service Contractors.

Functions include but are not limited to: recruitment and appointment of local employees, US/TCN PSC’s, staffing patterns, issuance of personnel actions and contracts, placement and promotion of local employees, position classification and wage administration, orientation and personnel processing of incoming and outgoing employees, operation of various awards programs, participation in meetings and working groups/teams, administration of professional development/training programs, and preparation of periodic and non-recurring reports.

The HR Specialist will supervise an HR Assistant and report to the Deputy Executive Officer/Supervisory Executive Specialist.

SELECTION FACTORS: Career in Zimbabwe

Applicants must possess the minimum qualifications for the position. Applicants who do not meet all of the selection factors below are considered NOT qualified for the position, and will not be shortlisted.

  • Education:  (10 points)  A Bachelor’s degree in HR/Personnel Management, Administrative Management or related field;
  • Experience:  (40 points) 5 years of progressively responsible experience in the field of personnel or human resource management is required.  1 year of supervisory experience is required.
  • Knowledge, Skills and Abilities: (50 points)

–          Fluency in English; both oral and written ability is essential.

–          Ability to counsel employees and supervisors on work related problems; negotiation and leadership skills; Good managerial skills, and a personality that inspires confidence in locally employed staff and enhances good working relationship with employees and supervisors.

–          Thorough knowledge of HR/personnel management is required.  Ability to acquire a good working knowledge of labor law practices and prevailing personnel practices.  Ability to acquire knowledge of US Government personnel compensation systems, position classification standards, personnel policies, regulations and procedures is required.

–          Excellent computer, supervision, analytical, interpersonal, organizational, and negotiation skills is required. Must be tactful and discreet when dealing with sensitive personnel matters. Must have a stable and pleasant demeanor that inspires confidence when dealing with supervisors, and all employees. Must be able to analyze information, interpret regulations, and effectively discuss findings and prepare budgets and reports for personnel action. Must be able to work under pressure, solve problems and identify courses of action.

Scoring of the selection criterion detailed above will be done through paper review, an oral interview and/or written exercise.

Selection Process:  After an initial application screening, the best qualified applicants may be invited to a testing process, which may include an oral interview and a written exercise.  The written exercise may consist of a timed session, where the candidate will work on the computer and answer a specific question, using either word or excel or both.

The final phase of the selection process is the probationary period of one year.  Medical and security clearances are also required before employment can begin.
