Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

The team in Sierra Leone has recently been engaged by the Ministry of Health and Sanitation (MoHS) to support the health sector’s recovery in the wake of the devastating Ebola crisis. This is a unique moment for Sierra Leone as global attention offers the country an opportunity to build a more resilient and robust health system. The MoHS is taking this opportunity to think strategically and ambitiously about their plans for the future and have asked CHAI to support these efforts, with a particular focus on dramatically improving the number, skill, and distribution of health workers across Sierra Leone.

CHAI is seeking a highly motivated and independent individual to provide analytical support to the Human Resources Directorate of the MoHS and related agencies, such as the Health Services Commission and key Human Resources for Health (HRH) working groups. The Health Workforce Analytics Associate will assist the MoHS to:

Clearly identify and articulate the priority health workforce challenges faced in Sierra Leone;
Generate evidence and conduct analysis to inform decision-making and planning such as generating evidence-based health workforce targets, identifying opportunities to improve the distribution of health workers and supporting the data management processes and systems that enable informed decision-making on an ongoing basis;
Develop specific plans and policies in response to the highest priority health workforce challenges; and
Design and implement analytical projects as research questions and analytical needs arise
The Associate will report directly to the HRH Program Manager and will be an integral member of the CHAI Sierra Leone HRH team, leading, managing and contributing to high impact projects. Because of the fluid nature of our work, specific responsibilities may change over time. Activities might include:

Helping to design, streamline and strengthen the data collection process for health workforce data to be used for decision-making
Supporting the Human Resources Directorate to develop specific HRH plans and policies
Assisting the Human Resources Directorate to assess the e-HRIS, suggest improvements, and implement appropriate solutions
Providing strategic and administrative support to the Human Resources Directorate in the management of all HRH-related working groups
Assisting with the development and execution of robust quantitative and qualitative analyses to assess impact of all priority interventions
Providing knowledge management support to ensure appropriate documents/materials are available/accessible to team members and key partners.
Cultivate strong collaborative relationships with government and external partners
Other responsibilities as requested by manager.

Minimum qualifications

Excellent problem solving, analytical and quantitative skillset including a high level of proficiency in Excel and experience with one or more statistical software packages (e.g R, STATA, SPSS)
Ability to think strategically, handle ambiguity and work in a fast-paced, limited-structure, multicultural environment
Entrepreneurial mindset, including ability to work independently, self-motivate, and propose and implement new initiatives
Excellent written and verbal communication skills, including the ability to synthesize data into an effective and engaging presentation for a variety of audiences
Proven ability to build relationships in cross-cultural contexts
Ability to handle multiple work streams simultaneously with a high attention to detail
Willingness and desire to learn new skills quickly
Familiarity with global health issues
Bachelor’s degree; 2-4 years of work experience
Advantages

Advanced degree in health policy, economics, biostatistics, public health, epidemiology or related area of study
Background in management or strategy consulting, or other fast-paced private sector experience.
Experience conducting quantitative and/or qualitative research in a resource limited setting
Advanced financial modeling skills
