Accountability, Design, Monitoring and Evaluation Manager

To provide leadership and strategic direction to ensure the design and application of programmatic M&E and accountability frameworks to contribute to program excellence and achievement of child well-being outcomes aligned with the Zimbabwe national office strategy.
Description
Major Responsibilities:
Design and oversee the adoption and implementation of the monitoring framework; indicators and systems for monitoring and surveillance that meet programming and donor requirements for all grant programs
Lead the setup of Monitoring system, streamlining data collection tools and strengthening supporting monitoring processes and systems in the field for all programs including Area Development Programs projects, PNSF and grants
Lead the roll-out of the Program Accountability Framework across all programs
Build or enhance the capacity of the team to meet all requirements as guided by international standards [Sphere, Red Cross code of conduct, HAP, GEG etc.) LEAP and Indicators of child well-being
Understand and apply multiple study methods including qualitative and quantitative as well as provide leadership on the use and measurement of child well being outcomes and the participation of communities and children in program design and monitoring.
Manage processes for the engagement, contracting and quality performance monitoring of external evaluators and consultants as required by agreements with donors and partners
Support technical advisors in the development and integration of DM&E systems that contribute towards technical excellence and evidence of selected technical approaches and program models aligned to the strategy
Establish and maintain documentation system for data, tools and products (and key secondary info) that is accessible by users. Develop and implement quality assurance systems to ensure high quality of team products
Develop strong collaborative relationships with management, operations end sector staff in order to influence practice towards greater accountability and use of monitoring information.
Provide strategic direction and leadership towards the integration of the M&E and Accountability functions for the purposes of strengthening the interface of programs with communities and the application of information for program improvement
Provide direct management of accountability and monitoring staff according to performance management
Contribute towards Developing/documenting evidence-base and key learnings aligned to strategy focus
Contribute towards optimizing efficiencies, sharing resources and integrating DME systems across all programs
 
Requirements
Qualifications: Education/ Knowledge/ Technical Skills and Experience
Bachelor’s degree in Social Science, Rural Development, Economics, with a bios towards Research. Master’s Degree in Development Studies International Relations or related field preferred.
Demonstrated ability in the use of quantitative and qualitative methods including questionnaire design, survey techniques, and participatory approaches.
Demonstrated ability to transfer knowledge through informal and formal trainings for national and International staff. Experience converting capacity building activities to on-the-ground implementation.
Computer proficiency in word processing, database, spreadsheet and graphics presentations, including one or more of the following programs: SPSS, Excel, Access.
Clear understanding of the workings of major donors, INGOs and UN agencies; Sphere, HAP, Good Enough Guide And adherence to the Red Cross and NGO Code of Conduct;
A Minimum of five years of experience in ADM&E, three of which must be in senior management Interpersonal, communications, training and facilitation skills
